Job description

The IECD established itself in Liberia in 2020 to implement actions to promote employment. This project includes a “Rural Development” component, supporting agricultural producers in a county in Liberia, and a “Training and Professional Integration” component, which is deployed in Monrovia, Buchanan and Tumutu, in Bong County.

On the Training and Professional Integration side, the project’s actions support the national strategy for technical education and vocational training (TVET National Strategy).

As part of the implementation of this new project, the IECD is recruiting an Educational Manager in Liberia to provide the necessary expertise for professional training projects. These projects include:

  • Support for 8 training centers, including 3 private and 5 public, in 4 technical sectors (deployment of one training sector per year from 2020: electricity, agriculture, construction and a 4th sector: hotel/catering (HR ) ;
  • Support for the authorities to set up a training system for technical and vocational education trainers, within the public reference center for vocational training built by UNIDO in Kakata;
  • For each technical sector, the IECD has developed tools and methods in several countries (2 countries for the agricultural sector, 6 countries for the electricity sector).

The main activities of these projects will be:

  • Conduct market research to refine the needs of the job market;
  • Update training programs (job-skills frameworks, training and evaluation framework);
  • Support schools in implementing training: equipment, training and support for trainers;
  • Establish orientation and integration pathways for young learners (including awareness of entrepreneurship);
  • Establish a personal development program for young people;
  • Strengthen the skills of the supervisory ministries (Ministry of Education and Ministry of Youth and Sports);
  • Implementation of a gender strategy at the level of each sector and training centers.

MISSIONS

Under the supervision of the FIP Project Manager, your mission will be to help the team and the partner CdFs to implement quality training.

More specifically, this will involve:

  1. Support partner ministries and schools in the implementation of a quality training offer
    • Organize the updating of existing training courses;
    • Support the implementation of renovated or created standards;
    • Identify and mobilize the necessary external expertise;
    • Ensure the implementation of monitoring and evaluation of the training provided.
  2. Ensuring the quality of teachers’ professional practices
    • Design and coordinate a teacher training plan;
    • Organize and lead educational training for trainers;
    • Lead the reflection and proposal for an initial training system for technical education teachers.
  3. Reporting
    • Ensure reporting of activities to the project manager, M&E and COM.
    • Participate in follow-up meetings with the financial partner.

Under the responsibility of the FIP Project Manager, expatriate, based in Monrovia, the candidate will work in close collaboration with:

  • The IECD team in Monrovia: project managers and project managers by sector;
  • The FIP center team in Paris: the IECD educational manager, the HR program coordination team;
  • Teams from Liberian ministries (Ministry of Education and Ministry of Youth).
  • PROFILE

    Training : Higher studies in training engineering

    Experience :

    • Minimum 10 years of experience in teaching and/or educational coordination and/or training sector reform.
    • Experience in professional training and/or higher education is desired.
    • Experience abroad will be an asset, as well as experience within the IECD organization.
    • Knowledge of the Anglo-Saxon training system is another asset.

    Expected skills:

    • Training engineering and educational engineering: analysis and creation of training standards, mastery of the skills-based approach, evaluation, training of trainers, creation of establishment projects.
    • Ability to manage change.
    • Ability to support, unite and train multicultural teams.
    • Strategic and analytical mind.
    • Spirit of synthesis and organization.
    • Excellent writing skills in French and English.
