With support from KfW, SNV in collaboration with the Southern Water and Sanitation Company (SWASCO) and local authorities, is implementing a transformative sanitation project in Zambia and Overspill compounds of Choma Town. The MWRS4MC project is for four years, from 2024 to 2028. It is committed to delivering business-driven, climate-resilient service provision, ensuring the safe management of the entire sanitation chain, including treatment and re-use stages. The project aims to address the sanitation status that has compromised the public health of 31,705 inhabitants in the two compounds, as most of the sanitation containments in place are either unlined or inadequate and unsafe disposal of solid waste to cope with the frequent and intense floods that both areas experience. In addition, the project focuses at capacity strengthening of the stakeholders responsible for planning, managing, monitoring and enforcing safe sanitation. A key component of the project involves raising awareness among the affected populations to create demand for safe containment and professional services.

Background to the assignment

SNV is undertaking a project aimed at improving water, sanitation, and hygiene (WASH) conditions in Zambia, with a specific focus on the Zambia and Overspill compounds of Choma District. To effectively plan and implement interventions, it is crucial to gather comprehensive baseline data. The collected data will serve as a foundation for measuring the project’s impact and informing future program strategies. With the foregoing, SNV would like to engage thirty (30) enumerators to collect baseline data in Zambia and overspill compounds

Objective of the assignment

The primary objective of engaging enumerators is to collect accurate and reliable baseline data on WASH indicators, socio-economic conditions, and related aspects in Zambia and overspill compounds of Choma District. This data collection will provide insights into the current sanitation status and needs of the target population.

Scope of Work

The enumerators will be responsible for the following tasks:

  1. Preparation and Training: The enumerators will attend a mandatory 5-day training session on data collection methods, tools, ethics, and procedures. During the training session, they will be exposed to data collection tools and questionnaires to be used for the assignment.
  2. Data Collection: Enumerators will be responsible for conducting household census in Zambia and Overspill compounds in Choma district using structured questionnaires encoded on android phones/tablets provided by SNV. The enumerators will ensure accurate and consistent data entry into digital based data collection tools. They will be required to take note of any observations or issues encountered during data collection.
  3. Data Quality Assurance: Enumerators shall ensure the completeness and accuracy of collected data. They will verify and correct any inconsistencies or errors in the data. Thereafter, submit collected data and completed questionnaires using the digital tools at the end of each day.
  4. Reporting: Provide daily reports on progress, challenges encountered, and any incidents during data collection. Participate in debriefing sessions with the project team to discuss findings and observations.
  5. Ethical Considerations: Enumerator will be required to adhere to ethical guidelines, SNV policies on data collection including obtaining informed consent from respondents. They will maintain confidentiality and respect the privacy of all participants.

Duration

The engagement will be for a period of 28 days (5 days -Training and 23 days- actual data collection). The engagement will be from 24 March to 21 April 2025. The actual duration may vary depending on field conditions and data collection progress.

Qualifications

Enumerators should possess the following qualifications and experience:

  • Minimum of a grade 12 school certificate,
  • A certificate, diploma or degree in WASH or a related field.
  • Previous experience in data collection or field surveys, preferably in WASH or similar projects using digital tools like Mwater software, kobo collect etc.
  • Strong communication and interpersonal skills.
  • Ability to work under challenging field conditions.
  • Proficiency in written and spoken English language
  • Proficiency in local languages (Tonga and Nyanja) spoken in Choma District
  • Basic understanding of ethical considerations in data collection.
  • Must be a resident of Choma district.

 

Additional Information

The submission requirements

  1. Logistics and Support

    SNV will provide the necessary tools and materials for data collection, including questionnaires, android phones/tablets with data bundles and transport stipend.  Additionally, enumerators will receive a daily stipend to cover for meals.

    Remuneration

    Each enumerator will be paid according to the total number of questionnaires completed and approved. Lunch allowance, data bundles and transport allowance will be provided to facilitate the completion of the assignment.
