Key Responsibilities:

  • Overseeing and coordinating Trócaire project activities in collaboration with the lead agency (SEND SL) and consortium partner (WESOFOD SL).
  • Acting as a focal point for the project ensuring timely technical support, communication and coordination by relevant Trócaire Technical Advisors and Program Accountant.
  • Develop and oversee effective delivery of Trócaire project plans ensuring all agreed Trócaire activities are completed on schedule and within budget, ensuring alignment with the donor guidelines and regulations.
  • Working closely with the Business Development and Grants Manager to ensure donor compliance, grants management and timely reporting to the lead agency.
  • Participating in project meetings organised by the lead agency including start-up and closure, Project Implementation Committee and Project Steering Committee meetings.
  • Conducting frequent field visits to the project sites/consortium members to assess activities and ensure efficient use of resources.
  • Reporting on project outcomes, impact, challenges, and lessons learned in line with donor reporting (and lead agency) timeline and regulations.
  • In collaboration with the Project Accountant, review the Project Budget versus Actual reports – update monthly BVA- to avoid under/overspending and ensure accurate budget forecasting and expense planning.
  • Working closely with the Partnership and Localisation Manager lead on conducting PCAS for consortium members and ensure their development of tailored capacity strengthening plans
  • Taking the lead in ensuring quality and timely implementation of activities according to the capacity plans to strengthen the managerial, organizational, technical and financial capacities of consortium members, this includes but not limited to:
  1. A focus on capacity strengthening of lead agency and consortium partner on EU grant management, reporting and compliance.
  2. Timley coordination and communication by responsible Trócaire’s staff or consultants conducting capacity activities.
  3. High quality and appropriate capacity strengthening activities.
  4. Monitoring and measuring impact of capacity strengthen activities and adjusting/adapting as needed.

Requirements

Requirement

Graduate university degree in Development, Social Work, Youth Development, of related field of study.

Experience:

  • At least 5 years of experience in the management of development of projects in Sierra Leone in the field of youth development, governance, or civil society engagement.
  • At least 2 years’ experience of managing EU-funded projects.
  • Demonstrated knowledge of EU grants management, reporting and compliance requirements
  • Experience in CSO organisational and technical capacity strengthening
  • In-depth understanding of programming in a partnership model, working in a partnership-based INGO
  • Solid experience in organising and/or facilitating training/capacity building in a multi-cultural environment
  • Sound experience of budgetary and financial management
  • Experience working with diverse stakeholders such as government agencies, NGOs, and community-based organizations.
  • Understanding of youth empowerment, accountability, and governance issues in the context of Sierra Leone.
  • Previous experience working with youth populations, including young women and youths with disabilities, is an advantage.
  • Experience in databased management software (Salesforce and Agresso).
