The Country Programme Evaluation in Paraguay will inform the preparation of the next Country Programming Framework to support the government of Paraguay to achieve the national objectives for better production, better nutrition, a better environment and a better life, in line with FAO Strategic Framework 2022-2031.
Reporting Lines
The evaluation specialists will be under the overall supervision of the OED Director and direct supervision of the evaluation manager (OED) assigned to the specific evaluation.
Technical Focus
The evaluation specialists will work on evaluations of FAO projects and programmes implemented in the Latin American region.
Areas of expertise include at least one of the following topics related to evaluation:
• social development and inclusion, including gender, indigenous peoples, youth and poverty reduction.
• policy support, and legal and institutional frameworks on agri-food systems, land governance, market access, value chains, and nutrition
• sustainable natural resources management, climate change mitigation and adaptation, family agriculture, agroforestry, sustainable agri-food systems and biodiversity
Tasks and responsibilities
The Evaluation Specialists will carry out specific tasks in accordance with the evaluation’s Terms of Reference, including:
• Contribute to the development of the evaluation methodology;
• Contribute to the drafting of the Evaluation inception report;
• Participate in field missions (actual travel or remote missions) and/or debriefings;
• Conduct data collection and analysis;
• Lead and/or contribute to the drafting of relevant sections of the evaluation report
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in social, economic or natural sciences, including agriculture, environmental studies, forestry and land management, social and economic development, public policy, international affairs or related fields;
• 5 years of relevant experience
• Working knowledge (level C) of English and Spanish

Technical/Functional Skills
• Limited knowledge (level B) of another relevant language (French, Portuguese) would be a plus.
• Relevant experience in conducting evaluations
• Advanced knowledge in any of the above-mentioned technical areas
• Knowledge/experience on the theme(s) under evaluation
• Familiarity with the International Development system, desirably with the UN system
• Good knowledge of Paraguay’s governance, institutional frameworks and organizational structures
