KEY AREAS OF RESPONSIBILITY
Strategy and planning
- In close coordination with the provincial security focal point, monitor the security situation in the area of action of the projects under his responsibility and ensure that all useful information is reported to the Security focal point of the Country Office and other stakeholders;
- Ensure proper monitoring of projects, through realistic planning, analysis of the impact of actions as well as coordinating the action of the MEAL team and the inputs of Technical Advisors;
- Supervise the administrative aspect relating to project staff;
- Supervise the logistics aspect for the proper functioning of the purchasing, storage and distribution systems of goods and services (purchasing plan and travel plan);
- Ensure the planning, implementation and monitoring of projects and programs in its area of intervention in accordance with the Country Strategic Plan and the humanitarian strategy documents in force;
- Promote synergies with current and future programs and encourage exchanges with other key players in its area at the provincial level;
- Contribute to an ongoing analysis of the safeguarding situation in its area of intervention;
- Participate in carrying out advocacy and social mobilization activities in favor of quality education and protection, in a system that respects and protects children from all violence;
- Document the knowledge (best practices, lessons learned and case studies) that result from the implementation of programs in its area of intervention.
Policies, rules and procedures
- Ensures that the Safety Rules are scrupulously followed and participates in the implementation of the rules for the staff of the supervised projects, particularly when traveling in the field;
- Ensures strict application of logistical and financial rules and procedures.
- Participates in the good understanding and compliance with Save the Children’s Child Safeguarding and Protection (CSG) and Fraud policies, and informs the Director of Programs and Operations of any violation of these policies.
- Ensures consistent risk management across the entire portfolio and office following established SCI tools;
- Apply and document the implementation of improvement measures following evaluations or audits, when applicable.
Personnel management and development
- Motivate and support project staff – upon their supervision – and behave in an exemplary manner;
- Lead by example and therefore act in accordance with the established objectives and values of Save the Children;
- Keep staff under their responsibility regularly informed of all interesting topics concerning the organization.
- Help employees carry out their tasks and achieve their projects and objectives in relation to the objectives of the entire organization.
- Stimulate, encourage and create the necessary conditions for the delegation of powers, responsibilities and skills, including accountability (empowerment).
- Promote a culture of innovation and continuous improvement. Help Project Managers to formulate proposals for innovation and improvement and to be proactive in their tasks.
- Recognize and reward the efforts of teams and individuals;
- Respect and adequately address individual needs;
- Ensure that all staff have completed the mandatory training.
Program management and reporting
- Contribute to contextual and security analysis, in writing and orally, including for regular internal and external reports;
- Serve as a focal point for the transmission of information between your base and the coordination and circulate information within the team; ensure regular reporting;
- Supervise project managers by providing them with the support necessary for the success of projects;
- Guarantee the production of donor reports and the updating of project phasing;
- Support the development of new projects by writing concept notes and complete proposals;
- Produce the monthly office report as well as the minutes of program and finance meetings.
Fund management and budgetary responsibility
- Supervise the preparation of the monthly forecast budget and transmit the information to the coordination;
- Check and sign the documents in place; authorize disbursements, scrupulously verifying that the documentation is correct and respecting the limits of the Delegation Scheme;
- Ensure the efficient use of the organization’s resources, and propose appropriate solutions to limit operating costs while keeping programmatic objectives in view;
- Participate in the application of Save the Children’s fraud policies by promoting prevention and implementing the necessary controls;
- Ensure regular review of monthly financial reports and take appropriate corrective measures;
- Guarantor of the proper use of resources in his area of responsibility;
- Ensures that financial projections are made in due form and followed;
- Ensure that expenses are aligned with needs and ensure good performance of the projects under his responsibility.
Representation
- First responder of the organization in its area of responsibility on all administrative matters;
- Represents programs at meetings, forums and sectoral groups relating to SCI themes in its area of intervention;
- Defends and promotes SCI’s position relating to children’s issues at the level of the various decision-making bodies in its area of intervention;
- Represents the organization in the area covered by the projects and maintains good relations with authorities, members of the humanitarian community, etc.
- Organize donor missions, the regional office and other Save The Children offices.
Safeguarding:
- Support and facilitate case management;
- Guarantee and monitor the implementation of the CSG policy in its area;
- Ensure that local focal points have an action plan;
- Report cases reported to those concerned and through the appropriate channels within the deadlines;
- Ensure that staff and partners are made aware of the promotion of the CSG policy;
- Contribute to creating and maintaining a safe environment for children;
- Ensure that the partner has received an induction, signed the CSG policy and the Code of Conduct before signing a partnership agreement or sending a partnership agreement for signature at the hierarchy level;
- Ensure that staff have benefited from a selection process inclusive of the CSG policy (reference checks, tests including CSG questions), signed the CSG and the code of good conduct, CSG induction before signing a contract with the person;
- Ensure that all projects have regularly updated CASAs;
- Participate in risk assessments of activities that require it.
QUALIFICATIONS AND EXPERIENCE
Essential
- Experience in security management;
- Experience in office management (finance, administration, logistics, operations);
- Experience in managing teams;
- Experience in coordinating a humanitarian response or managing a humanitarian project;
- 5 years of experience in the field of children, program management and capacity building in the field of training of trainers;
- Experience in budget management and reporting on activities.
SKILLS
- Excellent knowledge of the area under his responsibility;
- Ability to manage and motivate teams from different departments, and to organize and coordinate their work;
- Ability to prioritize tasks in one’s own agenda;
- Capacity for written and oral synthesis;
- Speaking, writing and reading French correctly;
- Good ability in spoken and written English;
- Mastery of IT tools and in particular common software such as Word, Excel, Powerpoint, etc.
- Able to work in conditions of permanent stress
