Responsibilities

  • Manage and work collaboratively with the team in North Cameroon and members of the technical team, as well as with central level program staff (Yaoundé), to ensure the smooth running and effectiveness of planning activities , budgeting and financial monitoring, operations, resource availability and program management.
  • Directly manage and supervise aspects of project financial operations, including budget monitoring, coordination of appropriate logistical support and preparation of key training activities, domestic and international travel, and procurement to ensure implementation successful implementation of project activities.
  • Ensure that adequate internal controls, policies and procedures are in place to ensure compliance with Jhpiego, Johns Hopkins University and donor (including USAID) requirements.
  • Support the development and, if necessary, modifications of project budgets.
  • Work collaboratively with other operations support staff and technical staff to prepare and regularly monitor the progress of business plan budgets by technical area.
  • Advise staff regarding project financial requirements and office operations in accordance with Jhpiego/Johns Hopkins University and USAID procedures and policies and best practices.
  • Ensure financial transactions comply with Jhpiego/Johns Hopkins University and USAID policies and procedures.
  • Carry out periodic reconciliations of bank accounts in Cameroon to ensure the accuracy of transactions.
  • Request funds and ensure their availability to implement country activities within the required time frame.
  • Verify and process advances to staff and follow up on outstanding balances.
  • Prepare monthly budget against expenses through Quickbooks for comparison with financial management reports during staff meetings.
  • Review procurement documents to ensure compliance with Jhpiego/Johns Hopkins University and USAID policies and procedures.
  • Contribute to the preparation of the budget for the fiscal years.
  • Participate in the closing of projects.
  • Support program staff in implementing work plans to ensure timely execution.
  • Participate in audit activities.
  • Prepare responses to questions from Baltimore staff on financial information, budget or other related matters.
  • Verify program staff budgets before payment.
  • Check the budget lines and correct them.

Required Qualifications

  • Master’s degree in business administration, public administration, finance, accounting or a relevant field.
  • Have more than 7 years of experience in the field of finance and administration.
  • Proven experience in administrative and financial management of international programs worth more than US$5 million per year.
  • At least three years of experience in financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects.
  • At least five years working in international health in developing countries and sub-Saharan Africa, with a focus on reproductive, maternal, newborn and child health.
  • At least five years of senior level professional experience with USAID or other donors.
  • Demonstrated knowledge of USG cost principles, including USAID regulations, GAAP accounting rules, and grant contract management.
  • Be familiar with USAID administrative policies and procedures
  • Expert knowledge (director)/skill (manager) in the use of financial software applications (QuickBooks), databases, spreadsheets and/or word processing. Software packages include: Microsoft Outlook, Access, Excel and Word.
  • English proficiency
  • Excellent interpersonal, writing and oral presentation skills.
  • Skill in writing and editing letters, reports and documents
  • Ability to travel domestically and internationally up to 30% of your time
