The Finance and Support Services Officer provides finance management support for the Country
Office under the leadership of Finance & Support Services Manager.
Main Responsibilities
Financial Management 40%
• Administers petty cash and ensures that all payments are duly authorized and supported
with appropriate receipts and signatures.
• Analyze all invoices; prepare payment vouchers and accompanying cheques for approval.
• Processing of vouchers and journals into the SUN system on a regular basis for validation
and posting into the general ledger
• Process payment to Suppliers
• Assist with the development of new project documents including budgets.
• Participle in the preparation of budgets and forecasts for Country office
• Regularly file all accounting and financial records in the appropriate folders to facilitate easy
reference and retrieval when necessary.
• Work with Country office staff to retire travel advances in accordance with Sightsavers
policies and procedures.
• Submit accurate monthly report to FSSM on travel advances and loans balances agreed
with relevant Country office staff.
• Support FSSM in updating relevant sections of Sightsavers Financial Framework (FF)
• Provide support to Program staff in reviewing budget during activities and preparing the
monthly funds request
• Ensure the follow up of funds transfer to partners for the monthly checklist.
• Follow up with partners for the submission of their monthly reports
• Review of partner financial reports and ensure these reports are supported by the
appropriate financial accounting documentation
• Participate in partner financial monitoring visit
• Ensure all statutory deductions are paid on time in accordance with legislation.
• Undertake any other duties that may be requested by the FSSM and Country Director
Financial reporting 35%
• Prepare Month End checklist from monthly trial balance and reconcile all outstanding
balances with explanatory notes to line manager for review and validation
• Prepare and submit monthly Funds Request to Head Office by working with officers and
managers in Country office
• Assist in preparing draft of monthly Management Accounts for the Country Office and
submit to line manager for review and validation.
• Assist in preparation of donor financial reports
External and Internal audit support 25%
• Assist in supporting preparations for annual external audits and provision of information
requested by auditors during year-end audit.
• Assist in supporting internal audit reviews and submission of required information to internal
auditor.
• Assist in supporting implementation of internal and external audit recommendations as
required.
Person specification
Knowledge, Skills and Experience
• Relevant professional accounting qualification or degree in Finance/Accounting, or equivalent
experience
• Experience of Program finance within an INGO
• Experience of Auditing
• Experience of working with Government organizations
• Experience in financial management, program/project management and
administration
• Project financial management, budget and data analysis skills
• Excellent communication skills (both oral & written)
• Ability to work with minimum supervision.
• Strong written and spoken English and French
