GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, and urban WASH focusing on faecal sludge management and promoting social inclusion, empowerment, and decent work through systems-based Programme approaches and community-led social and behavioral change. GOAL currently operates in Western Area Urban (Freetown), Kambia, Bombali, Koinadugu, Moyamba and Kenema Districts, with funding from Irish Aid, Charity Water and DFID, and now the Community Foundation Ireland for its new blue economy program that is focused on food security and livelihood improvement.

Key Duties and Responsibilities in Functional Logistics Areas;
RESPONSIBILITIES FLEET OFFICER (Details)
- Co- ordination of Maintenance of the GOAL Vehicle Fleet
– Identify all mechanical problems and spare parts needed with mechanic
– Establish and update a vehicle service schedule for vehicles and motorbikes – Plan& coordinate all Mechanical works – Sourcing Spare parts according to the specification numbers, models and terrain – Implement Services & Repair Procedures according to Checklist for Servicing of Vehicles – Control the works carried out in the Workshop (GOAL & Other Garage) according to “Checklist for Vehicle Services and Repairs” – Control the spare parts stock in the Office Store |
- Supervision of GOAL- Fleet and Drivers
– Ensure complete documents in the vehicles (Registration, Insurance, Log Books, Inventory & Equipment Lists etc.) in the vehicles and in the Vehicle-Files
– Managing, supervising & training of GOAL drivers in coordination with LM
– Filing of Drivers Documents and Copies Driving Licences
– Plan vehicle use on daily basis. Daily Update of the Vehicle Whiteboard in the Logistics Office

– Make sure that 50/50, in town trips and Liability Waivers for passengers are issued, approved and signed before GOAL Vehicles leaves the office
– Ensure dispatch of fuel to GOAL residences and Brima Lane (for generators) in coordination with LM – Prepare fuel monthly report in collaboration with the LM
– Make sure all vehicles are always in good, clean and safe running conditions
– Control and recording of Vehicle inventory recording and updating of any changes (New allocation to other location) supported by LM
– Registration- and Insurance of all GOAL Vehicles. Keep Records of Insurance with costs and insurance duration.
– Make detailed accident reports using the accident form in case of accidents together with Logistics Manager
- Control, Recording, Filing & Reporting of Vehicle Expense
– Always Maintain and update the Vehicle Files.
– Always ensure recording of all maintenance costs. – Control and recording of Vehicle Logbooks (incl. Generators). – Keep Records of Costs for Registration and Insurance of Vehicles – Ensure that written off vehicles/motorbikes are not insured – Maintain a list of all users of Motorbikes and Vehicles both in Kenema and Freetown – Update the list of all vehicles and motorbikes status. |
- Arrange for Transports of Goods to Project areas
– Plan transport of goods in close liaison with Stores. Process OQRFs for Transport Services together with Logistics Manager
– Get quotations for hiring of transport and make Bids Analysis in conjunction with Procurement team – Arrange movement of staffs – Keep Payment Records of all Rental Vehicles – Maintain list of transports done – Keep Copies of Waybills, DICs and all documents received/issued for transportation of items to the field offices. – Any other request by the Logistics Manager |
Safety Equipment
- To ensure that the GOAL Fleet and any other vehicles used by GOAL are road-worthy and safe.
- Track vehicle toolboxes and first aid kits to minimize loss and replenish as necessary
- To make sure that all safety and security procedures and measures as according to GOAL manual are exercised and those which are specifically required for a certain location
- Ensure that all vehicles have the following safety equipment in the event of an emergency or breakdown.
o Fire Extinguisher
o First Aids Kids
o Gumboots
o Rope
o Jumper cable
o Torch
o Small Bucket
o Umbrella
o shovel
o Clear bag for Staff safe card, Drivers rules, Staff contact list, Map with alternative routes to all the field site locations.

- Qualification:
Requirements: Education: university degree in transport, supply chain, logistics management, or relevant field:
• At least 3 years of work experience in in fleet or transport management or logistics in a multi-cultural environment.
- Knowledge of vehicle maintenance processes and operations
- Ability to effectively manage schedules
- Strong fleet report writing skills
- Strong organizational skills
- Knowledge and effective use of fundamental management concepts, practices, and procedures relative to quality and productivity improvements, training, budgeting and cost control.
