The Geographic Information Systems (GIS) Specialist will support the Director of Evidence in all the monitoring, evaluation, and research services needed to provide evidence for learning under the USAID/Ethiopia LAA Contract. The GIS Specialist will provide critical support to the configuration and rollout of the GIS mapping software. The GIS Specialist will work closely with MSI Headquarters’ Software Developers and Knowledge Management Team. This is a full-time position which will report to the Director of Evidence and will be based in Addis Ababa.
Responsibilities:
Work with project staff and project stakeholders to ensure that ongoing monitoring and evaluation (M&E) data are compiled in a database and made available to USAID and implementing partner staff as required.
Design, develop, and implement systems and databases to access and store geospatial data.
Design digital maps using geospatial data and analyze spatial and non-spatial information.
Generate standard and custom maps for ongoing reporting activities.
Support project staff and local contractors as required to program data collection tools for field surveys and third-party monitoring and any other periodic surveys required by USAID.
Design and carry out project staff and stakeholder training on databases and support USAID data entry requirements.
Manage and manipulate data for results-based performance analysis, performance reports, special studies, and assessments.
Meet regularly with project staff to ensure accurate and timely data analysis and reporting.
Support data collection verification by reviewing the data, especially GIS data.
Qualifications:
Bachelor’s degree in computer science or related technical fields required. Master’s degree preferred.
Minimum three years of experience professionally using GIS software/s required.
Minimum two years of experience working with database development and information management required.
Ability to work across key sectors in the development of a database and information management system required.
Strong oral and written communication, analytical, interpersonal, attention to detail, organizational, and team management skills required.
Fluency in Amhara required. Advanced level English preferred.
