RESPONSIBILITIES

  • Lead, design and implement a comprehensive M&E framework for the program, including the development of an overarching MEL plan, Theory of Change, learning agenda and all other M&E related contractual deliverables, etc.;
  • Establish and monitor defined M&E indicators; ensure data is reviewed and utilized throughout program implementation and provided to senior management team for CLA approaches;
  • Determine M&E functional responsibilities within the team and data management responsibilities are supported at the country and local levels for improved reporting and data comprehension;
  • Serve as the focal point for M&E and devise strategies with the technical and communication teams to ensure consistency in the use of data and quality reporting;
  • Maintain Activity reporting systems to routinely collect and analyze information on inputs, outputs, outcomes and impact to ensure cost-effectiveness of select interventions;
  • Lead M&E reporting to USAID-W and country Missions;
  • Support subcontractors, potential grantees, private sector, and local government partners to identify, monitor, and report high quality data, ensuring timely submission;
  • Design M&E approaches and strategies for improved reporting and interpretation at all levels;
  • Work as part of the Senior Management Team, supporting the Activity’s strategic vision, ensuring collaboration and learning between functional areas, and supporting effective implementation of activities;
  • Review, interpret and synthesize data with the technical team for strategic information thinking behind reports and all technical deliverables.
  • Lead development of overarching and country specific learning agendas. Use learnings from these agendas to support senior leadership decision making and broader dissemination.
  • Serve in a supporting role in guiding host country governments and regional and global bodies through the process of using evidence to inform policy decisions and best practices.
  • Lead the development of any special studies or operational research in accordance with international standards
  • Promote and disseminate program results, lessons learned, and success stories through various fora (e.g., national and international conferences, technical briefs, peer-reviewed publications).

QUALIFICATIONS

  • Master’s degree in public health, international development, statistics, epidemiology, population sciences, or related degree;
  • Minimum of 10 years of relevant experience working in developing country settings in international health projects in a technical capacity, preferably at least 5 years with USAID funded projects;
  • Experience working on large, complex USAID global programs and knowledge of USAID reporting requirements;
  • Extensive global experience working with teams in different countries in monitoring, evaluation, research, and learning activities in global health;
  • Deep expertise in monitoring and evaluation of global family planning and reproductive health programs;
  • Management experience in a leadership team of a complex, multi-country, multiteam consortium of partners;
  • Demonstrated applied skills in MEL methods and use of data for service strengthening projects/programs;
  • Demonstrated leadership working with other technical experts in MEL and research in the international community and at the host country level;
  • Ability to tailor data collection approaches to local needs, interests, and capabilities;
  • Ability to convey MEL results to non-technical stakeholders and generate interest in the use of MEL data/results for programmatic improvements;
  • Strong managerial and supervisory experience required;
  • Exceptional communication skills, particularly on data, in written and spoken English required.

PREFERRED QUALIFICATIONS

  • Experience in USAID gender policies, capacity strengthening, and knowledge management.
  • Willing to travel 25% both internationally and domestically as required.
