The Climate Change Committee is looking to appoint an experienced Programme Manager to establish and implement a Programme Management Framework within the CCC.
This is an exciting opportunity to work closely with our Senior Leadership Team to develop a framework which will allow our analysts to work across a wide-ranging analytical work programme. The work programme includes upcoming high-profile reports such as:
- 7th Carbon Budget Advice Report, due to be published in early 2025
- 4th Climate Change Risk Adaptation Report, due to be published in Summer 2026
- A number of key statutory reports to the UK Parliament, Scottish Parliament, Welsh Assembly and Northern Ireland Administration.
About the Climate Change Committee
The Climate Change Committee is the independent expert statutory adviser to Parliament and the UK Government on climate change policy. It is a high-profile, high-impact expert body in the analysis of climate change mitigation and adaptation.
The Committee is supported by a Secretariat of around 50 economists, operational researchers, scientists and other analysts. The technical team is supported by a Corporate Team of around 10 professionals responsible for delivering the full suite of corporate services.

About the role
The role will be responsible for designing and implementing a Programme Management Framework with clear governance arrangements to ensure the successful transition of projects from planning to completion stages.
Working alongside our senior management team to understand the key governance processes already in place, this role allows candidates the opportunity to develop a flexible, light touch framework able to manage an extensive analytical work programme.
Once the Programme Management Framework is established, the candidate appointed to this role will hold an important position within our organisation by holding responsibility for the operation of the Programme Management Framework. This day to day responsibilities will include:
- Working with teams to ensure workstreams are well scoped, resources identified and risks and stakeholder implications properly considered
- Working with teams to identify milestones and track and monitor progress against them
- Identifying resource squeezes and working with teams to identify solutions, or the need to escalate to programme level
- Bringing together monitoring information in easy-to-access format at governance level, and supporting the operation of CCC governance structures
- Working with the team to facilitate the planning and preparation of Committee meeting agendas and papers
- Supporting the document production process.

The CCC office is currently based at 1 Victoria Street London but we will be relocating to Canary Wharf in early 2024, until then our temporary accommodation will remain in the Westminster area. Staff are expected to attend the office for at 40% of their working hours. The pay band for this role is £56,935 to £63,345 and the expectation is that the successful candidate will join on the minimum of the CCC Grade 7 pay band. We support a wide variety of working patterns such as compressed hours, hybrid working, part time hours, job sharing and flexi time. National pay bands may be used where staff apply to work from home for more than 40% of their working hours and live outside London. Regular attendance at our London office, for example for meetings and training, will still be required. The national pay band for this grade is £52,620 to £59,492
