7. PURPOSE: To provide strategic and technical guidance in the planning, implementation, and maintenance of the Bank’s infrastructure and engineering services to ensure safety, functionality, compliance, and value for money.
8. DUTIES AND RESPONSIBILITIES
• Provide strategic leadership and technical oversight for all engineering projects and maintenance works, ensure alignment with the Bank’s infrastructure plan, and compliance with occupational Health and Safety laws and standards.
• Oversee the planning, execution, and supervision of building construction, installation, and maintenance contracts, ensure works are completed within scope, cost, time, and quality parameters, and in accordance with legal and contractual requirements.
• Coordinate the development, implementation, and continuous review of engineering policies, procedures, and preventive maintenance programmes for Bank buildings, equipment, and facilities.
• Manage and supervise the Engineering Division, including the Mechanical, Electrical, and Real Estate functions, ensuring operational efficiency, compliance with engineering best practices, and effective collaboration across departments.
• Provide expert review and approval of engineering and technical designs, feasibility studies, and related documentation, ensuring adherence to technical standards and strategic priorities. • Ensure proper functioning, maintenance, and upgrading of all electrical, mechanical, and civil infrastructure in Bank premises, including timely resolution of reported incidents and requisitions for repairs.
• Develop and manage the Engineering Division’s annual work plans and budgets, and coordinate quarterly budget performance reporting, ensuring financial accountability and value for money.
• Ensure integration of occupational health and safety (OHS) measures into all engineering operations, and monitor compliance with applicable laws, standards, and internal Bank policies.
• Coordinate and manage service contracts with internal and external stakeholders, including consultants, contractors, and suppliers, to deliver architectural, civil, and maintenance services to the Bank.
• Regularly review and update the Division’s risk register and incident reports and ensure timely resolution of audit queries in line with risk management and compliance requirements.
• Lead performance management, coaching, and development of staff under supervision, fostering a culture of continuous improvement, teamwork, and accountability in line with HR policies.
• Prepare and submit periodic technical and administrative reports, including monthly and quarterly updates on project progress, budget performance, maintenance activities, and utility services.
• Perform any other duties as may be assigned by the Governor or Deputy Governor from time to time. 9. EXPECTED OUTPUTS
• A well-managed Engineering Division with co-operative and disciplined staff.
• Timely response to reported incidents in Engineering Division.

• Construction Projects managed in accordance with construction management laws and guidelines.
• An annual Preventive Maintenance Schedule for Bank buildings, plant, and equipment.
• Well maintained, and functional electrical and mechanical equipment.
• Up-to-date annual work plans and budgets for implementation of Engineering Services activities for the Bank.
• Quarterly draft budget performance reports.
• Monthly/quarterly draft reports on progress/completed Engineering Services tasks.
• Verified monthly bills for utility services recommended for payment.
10. PERSON SPECIFICATIONS A. QUALIFICATIONS
• First class or upper second bachelor’s degree in Civil Engineering from a recognized University.
• A Master’s degree in either Civil Engineering, Project Planning and Management or Business Administration.
• Must be registered with the Engineers Registration Board of Uganda, ERB(U).
• Post graduate diploma in Project Planning & Management is an added advantage.
• A Valid Practicing Licence
B. EXPERIENCE At least eight (8) years of relevant work experience in engineering infrastructure development/ installation and maintenance, with at least 4 years at middle management level in a reputable institution.
C. AGE 35.0 – 45.0 years as at close of advert. For internal applicants, Bank policies shall apply.
