ROLE PURPOSE

A priority focus for the Governance & Executive department at the Global Hub is supporting greater global management coherence and excellence across the global organisation. To address this, the Risk & Insurance team is dedicated to driving an enterprise risk management culture and providing a quality and seamless experience to our key stakeholders.

We are now looking for a highly motivated and experienced Head of Risk to join the Risk & Insurance team at Plan International’s Global Hub. This post will drive a transparent and accountable, risk aware culture which supports risk-based decision making that will improve our organisational risk maturity. The post holder will deliver a strategy for strengthening risk management across the global organisation including optimising our approach to risk transfer through the procurement of insurance.

DIMENSIONS OF THE ROLE

This post provides professional leadership globally on risk management, using expertise and influence to champion, develop and support a culture of effective risk management across the organisation and enable management to identify and manage key risks in accordance with the organisation’s risk appetite.

This post advises management on the transfer of risk through insurance and manages the global risk portfolio so that it delivers the benefits management, and the Board are seeking, is cost effective and meets or exceeds legal requirements and standards of good governance and insurance management within the sector.

The post holder is responsible for decision making in relation to both strategic and operational risk management and reporting including advising management on global risk remediation plan and the procurement of a global insurance programme.

The post holder is responsible for managing a budget of approximately $900K and delivering risk and insurance services through direct line management of a team of three staff.

The post holder directly line manages a team of three and indirectly manages one other employee. Overall supporting the global risk and insurance function and indirectly supports and influences the work of risk focal points in National, Regional and Country offices.

· Professionally advises Plan globally (including its Global Leadership Team, National Directors Team, Regional Hubs and Country Offices.

· Manages and conducts specific projects and activities in relation to risk, insurance or compliance issues, working flexibly within in multidisciplinary teams

· Maintains a robust risk and insurance compliance framework across Plan International

· Leads and promotes a culture of and shared responsibility for risk, insurance, legal and compliance across Plan International

· Actively supports and promotes collaboration and teamwork

Responsible for budgeting for and managing the costs of specific projects or areas of work for which s/he is responsible

ACCOUNTABILITIES

Lead the development and implementation of a strategy to improve risk management culture across the global organisation

· Drive effective global risk reporting as the basis of effective decision making by the International Board, Global / Regional Hub management and Country Office management.

· Ensure appropriate risk management tools and frameworks are developed to support delivery of the business in different functions (e.g. programme delivery, disaster response, global campaign, organisational change)

· Lead the development of stronger assurance reporting mechanisms, including ownership of the global Risk & Compliance System (covering risk, claims, registration, control self-assessment, audit tracking)

· Overall business lead for the incident reporting / management processes and system

· Develop an agile and confident team who are capable of delivering risk and insurance services across the business

· Provide insurance advice to senior management and the International Board on organisation-wide insurance including value for money procurement of insurance

policies (spend of approximately USD$900k) and the efficient distribution of both global and local cover.

· Lead the delivery of an efficient insurance function against agreed service levels and in compliance with insurer reporting requirements (including effective claims management)

· Provide professional advice and support to the HR department with regards to the purchase of employee benefit insurance solutions

· Contribute actively to the management of organisational crises

· Management of external contractors (insurers, brokers and risk management providers).

· Contribute to the building of a successful Governance & Executive team

· Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Internal

· Engages with a variety of stakeholders across both governance, management and geographical areas throughout the organisation e.g., Regional Directors, Functional Leads, Global Assurance

· Collaborates with ‘second line’ specialists e.g., Security, Safeguarding, Fraud etc

· Influences, negotiates and liaises with Executive team, National Directors Team, members of senior governance fora and senior managers.

External

· Insurance brokers and providers

· Risk / insurance networks

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Knowledge & Skills

Essential

· Experience working at a senior risk management, insurance or audit role in an international organisation, acting as the subject matter expert on enterprise risk management and global insurance

· Experience at providing risk management advice internationally on a diverse range of issues.

· Knowledge and understanding of the risk and insurance issues affecting international organisations.

· Passion for Plan International’s purpose

· Substantive experience of providing high quality strategic support to senior governance bodies and senior executive leadership across various country and cultural contexts

· Strategic approach and ability to manage complexity with a high degree of coherence and clarity

· Comfortable with taking accountability for a wide range of strategic and operational decisions

· Highly effective at using skills and creativity to solve complex problems across an organisation and identifying and leading on co-ordinating organisational wide responses.

· Able to influence and build strong relationships with different types of people at all levels, including those over whom the post holder has no direct responsibility

· Negotiating and influencing skills

· Able to develop efficient, effective, risk, compliance or governance systems and processes that are user-friendly and fit for purpose, and to identify ways to streamline systems and processes to minimise effort and maximise value.

· Strong on delivery and effective completer-finisher.

· Effective staff management

Desirable

Qualifications in Risk Management, Insurance or Internal Audit would be beneficial but are not essential
