Purpose of the role:
- To support our client in achieving the Core Commitments for Children in humanitarian action (CCCs), specifically for health & Public Health Emergencies (PHE).
- The primary purpose of this role is to assess needs, formulate strategy, develop action plans, provide technical assistance & establish ongoing humanitarian performance monitoring performance for improvement during an unplanned emergency. In these situations, the incumbent will possess & apply their expertise & experience in particular areas that allows the staff & organization to respond quickly to evolving needs.
- Role objectives
- Main responsibilities & tasks:
- Review & identify data gaps related to the emergency & adapt existing in country Information Management (IM) approaches for data collection, analysis & interpretation.
- Map implementing partners, capacities & areas of work, which is Who does What, Where & When (4W) & reorientate staff & partners on the use of monitoring & reporting tools.
- In collaboration with partners & stakeholders, develop simple, user friendly emergency monitoring & reporting tools with an equity lens (age, gender, disability & other vulnerabilities).
- Coordinate with clusters & their working group Information Managers to ensure complementarity of IM system complementarity for cross sectoral data analysis.
- Collaborate with our client & their partner(s) IM Specialists to develop appropriate data / information visualisation strategies using tools such as GIS mapping for map production / geographic data management. Manage flows of information & dissemination, including website management.
- Manage an inventory of relevant documents on the humanitarian situation & compile emergency data sets, validate & provide feedback on data quality & analyse data.
- Streamline information sharing methods, using different channels (e.g., Internet, e-mail groups, written reporting, verbal feedback at coordination meetings).
- Support the preparation & dissemination of situation reports.
- Key competencies
- Education:
- Master’s degree in information management or related field is required or bachelor’s degree with an additional 2 years of experience in information management may be accepted in lieu of the master’s degree.
Experience:
- Minimum of 5 years of progressive professional experience in program information management, at national & international levels, including at least 1 year in emergency setting at an international level.
- Proven experience in the management of data projects that combine innovative & practical dimensions.
- Demonstrated outstanding analytical skills & ability to perform well under pressure.
- Strong knowledge of MS Excel & experience in using mapping & data visualization tools (e.g., Tableau, Power BI, ArcMap / GIS).
- Strong understanding of result based monitoring approach, understanding of project cycle management & Humanitarian Performance Monitoring (HPM).
- Good understanding of the humanitarian approach, humanitarian reform, transformative agenda, & roles of each humanitarian actor (government, UNOCHA, sectors, organizations).
- Must have strong & demonstrated experience & understanding of health emergency projects.
Language requirements:
- Fluency in English is essential.
- Knowledge of other languages would be advantageous especially French & Arabic.
