The Health Financing Alliance (HFA) is an Africa-based, Africa-led, Africa-focused entity that brings together governments, donors, philanthropy, the private sector, and communities to address the systemic challenges of financing the scale-up of
primary and community health systems for the delivery of integrated primary health care services through national, regional, and global partnerships.
As trusted strategic and technical advisors, FAH acts as a bridge between the worlds of health and finance through a long-term partnership with teams in ministries of health and finance to develop alternative and scalable sources of financing. This
approach will enable them to be the primary owners of their local health systems to achieve the necessary scale and sustainability and ultimately achieve universal health coverage.
Based in Nairobi, Kenya, FAH has successfully supported 18 governments at national and subnational levels, in 13 countries (Rwanda, Zambia, Zimbabwe, Haiti, Burkina Faso, Uganda, Sierra Leone, Liberia, South Africa, Malawi, Senegal, Kenya and Togo). FAH works with governments in their journey to design, scale up and finance primary and community health programmes, with a view to strengthening national and regional health systems through team integration, evidence generation, financing solution design and advocacy. Our long-term goal is to develop and strengthen primary and community health systems to increase access to and use of reproductive, maternal, newborn, child and adolescent health services in primary health facilities and at the community level. We act as a bridge between the worlds of health and finance.
Our areas of intervention include:
• Country government support: Long-term on-site technical and financial support for primary and community health.
• Analytical toolkits: Develop and deliver toolkits to support countries’ cost estimates, investment cases and financing pathways.
• Financing products/modalities: Work with donors and the financial sector to design, develop and roll out new/modified financial products.
• Outreach and education: Develop investment cases, develop thought leadership and share capacity building materials.

Who can apply?
To be eligible for the program, candidates must:
• Be legal residents and hold a work permit in Zambia, Senegal, Central African Republic or Sierra Leone.
• Hold a full-time government position in the relevant departments of the Ministry of Health.
• Have relevant training in areas such as public health, health care planning and management, health economics or a related discipline.
• Demonstrate a minimum of 8 years of professional and technical experience.
• Be willing to commit to a 9-month fellowship program (February 2025 – October 2025) while continuing to perform their respective government duties.
Remuneration
An honorarium for the duration of the scholarship.
