The Global Health Technical Assistance and Mission Support (GH-TAMS) is seeking a Health System Strengthening (HSS) Specialists for an upcoming USAID assignment. The locations of the position will range from assignments in the Washington, D.C. area to international assignments. Assignment duration ranges from 1-6 months.
The consultant will provide technical expertise on health systems strengthening (HSS), aligned with WHO’s six building blocks of a health system to support USAID field Missions and the Global Health Bureau. Tasks may include conducting needs assessments, program evaluations, and program designs.
The incumbent will be responsible for providing technical inputs into ongoing program planning, implementation, and evaluations. S/he will provide strategic technical guidance on HSS related issues to ensure that best practices, new developments and lessons learned are incorporated into USAID programming and projects. The consultant may be required to work across USG agencies, programs and sectors, as well as collaborations with national governments and other donor organizations. Tasks may include: strategic planning, preparing work plans, providing technical assistance and technical leadership related to HSS, conducting program/project evaluation, and supporting USAID in a wide range of HSS related programmatic activities.

Experience in individual and organizational capacity development related to health system strengthening is desirable.
Experience in conducting USAID evaluations of health programs/activities is desirable.
An advanced degree in public health, or related field.
At least 5 years’ experience in USAID health program management, oversight, planning and/or implementation.
Able to work well on a team.
Good interpersonal communication skills.
Good writing skills.
Proficient in English.

International Business & Technical Consultants, Inc. (IBTCI), is the prime contractor implementing the $125 million USAID-funded Global Health Technical Assistance and Mission Support Project (GH-TAMS) activity. Along with its subcontractor, Dexis Consulting Group (Dexis), IBTCI provides the Bureau for Global Health (GH) and USAID field missions with high quality technical expertise to achieve the Agency’s foreign assistance global health mission (October 2019-October 2024). GH-TAMS technical assistance supports over 65 Missions and 19 GH Offices and other Bureaus covering a broad range of technical areas and cross-cutting issues such as HIV/AIDS, family planning, MNCH, infectious disease, TB, health finance, reproductive health, organizational development, OVC, project design, facilitation, M&E and strategic planning.
Project assignments are located in Washington D.C. and worldwide in Africa, Asia and elsewhere. Assignments typically range from two weeks to six months in duration.
