Mengo Hospital is a Church of Uganda owned, Missionary founded, and Private Not-For Profit (PNFP) Hospital. It is a 300-bed hospital located at Namirembe Hill in Kampala, categorized as a General Hospital, but operationally a Referral Hospital. The Hospital exists for Christian witness in the field of healthcare, at the heart of which is a belief in God’s love and the meaning of Jesus’ healing ministry. Mengo Hospital seeks to recruit a suitably qualified person to fill the following vacant position.

Responsible for the provision of technical and administrative oversight during planning, budgeting, implementation and monitoring of all new construction projects, maintenance, renovation, and rehabilitation works for the Hospital and coordination of all technical operations between contractors/ staff and Hospital administration.

Main duties & Responsibilities:
• Developing a strategy and budget for the hospital’s engineering services and translating the strategy into tangible plans.
• Preparation of drawings/designs, BOQS, and technical specifications in liaison with project team.
• Providing guidance to management on policies and procedures for the hospital’s technical engineering/works services.
• Preparation of schedules for the implementation of maintenance and construction works and services.
• Oversee the preparation of design, specification, bill of quantities and cost estimation for construction and maintenance or modification and expansion work.
• Oversee building constructions and maintenance or modifications and report on progress.
• Follow up the proper implementation of construction and maintenance works.
• Oversee that planning permissions have been duly applied for/construction and maintenance is done according to design, specification, and terms of contracts.
• Follow up with Hospital Administration on necessary project documentation, and in approval of payments/certificates.
• Provide technical support to Management in contract preparation.
• Participate in the bidding/tendering processes and procedures.
• Supervise the quality of designs,
• Documentation, compliance with regulatory requirements and subsequent safety throughout the process.
• Deliver risk assessments and organize technical files and other technical documentation required by KCCA and other authorities in accordance with safety legislation and procedures.
• Allocate work to other team members and supervise them in order to ensure delivery of design to quality, time and budget for new structures and rehabilitation/maintenance works.
• Assess, verify, and certify material delivered on site before being used.
• Manage and supervise contractors on site, in order to meet quality standards and timelines as per the approved workplan/ schedules.
• Assess structural viability of buildings before repair decisions are sought and supervising repair works thereafter and develop maintenance schedules.
• Check design calculations by designers and other engineers within and outside the team.
• Lead design reviews, risk assessments and advise the administration from a technical standpoint.
• Prepare contract documents, review, and evaluate tenders for construction projects, maintenance and rehabilitation works.

Qualifications and Experience:
1. A minimum of a bachelor’s degree in civil engineering, or related course.
2. Formal training, and in-depth knowledge in Project plan- ning/Management is essential.
3. A master’s degree in business administration is an added advantage.
4. At least 8 years of experience in construction, structures maintenance, and rehabilitation works.
5. Previous experience in a Hospital, Estate or similar setting will be an added advantage.
6. Hands-on experience of engineering design and analysis software
7. Professional membership to the Uganda Institute of Profes- sional Engineers (UIPE) is essential.

a. ICT skills and familiarity with industry specific software and modelling programs
b. Strong communication and presentation skills c) Strong leadership skills
c. Strong persuasion and negotiation skills
d. Demonstrable business acumen.
e. Knowledgeable and experienced in hospital/healthcare operations and strategy.
f. Innovativeness, creativity, and flexibility.
g. Must be a person of unquestionable integrity.
