Responsibilities

Within delegated authority, the Human Resources Officer will manage the Travel/Visa/ Monitoring of Uniformed Personnel Team and be responsible for the following duties: Administration of entitlements

• Provides guidance to managers, staff members and Individual Uniform Personnels (IUPs).

• Provides advice on interpretation, application, modification and implementation of policies, regulations, and rules. Reviews and provides advice on exceptions to policies, regulations, and rules.

• Administers and provides advice on salary and related benefits, entitlements and travel.

• Determines and recommends benefits and entitlements for personnel based on contractual status.

• Reviews policies and procedures and recommends changes as required. Uniformed Personnel, Travel and Visa

• Reviews and certifies supporting documents related to Individual Uniformed Personnel administrative and financial requests and provides policy and procedural guidance.

• Ensures proper implementation of rules, regulations, instructions, and supplementary directives in the areas of travel and general services for uniformed personnel.

• Develops, implements, and improves internal procedures and processes related to all aspects of travel, represent the mission in related conferences or meetings, programme delivery activities or for monitoring and evaluation work.

• Liaises with counterparts from RSCE, Embassies and the South Sudanese Ministry of Foreign Affairs and/Immigration for a timely processing of entitlement, claims and visa applications.

• Approves within Mission Travel requests in UMOJA. Budget and Finance

• Takes the lead with respect to Travel and Uniformed Personnel Travel in the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.

• Coordinates the production of related mission reports.

• Defines requirements and work with sections/units with respect to improving budget reporting systems and cost-effective utilization of program resources.

• Develops procedures and implements same to ensure that accounting and financial management controls are consistent with UN policy and practice.

• Supervises and/or provides guidance on financial administration and management information issues and practices to junior colleagues. Other duties

• Plans, implements, and monitors the activities/performance of the IUP monitoring and Visa unit Teams and its staff.

• Oversees the identification of office technology needs and maintenance of equipment, software and systems.

• Prepares various written outputs, e.g., management briefings, analytical reports, background papers etc.

• Perform other duties as assigned by the supervisor.

Education

A high-school or equivalent diploma is required.

Specific Qualifications

Technical or Vocational Certificate and/or training in human resources management, business or public administration, social sciences, education or related field is required.

Work Experience

A minimum of ten (10) years of progressively responsible experience in human resources management, travel and visa, administration or related area is required. The minimum years of relevant experience are reduced to 5 years for candidates who possess a first level University degree. Experience in coordination and planning of activities related to Human Resources, Travel and Shipping is required. Experience with the travel module in Enterprise Resources Planning (ERP) platform, such as UMOJA is required. Experience working in a post conflict environment outside of your home country is required. Experience in the United Nations system administrative, budgetary, finance and human resources rules and regulations is required. Supervisory experience is desirable. Experience administering Individual Uniformed Personnel is desirable.

Language

English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in oral and written English is required.
