The Forum for African Women Educationalists in Malawi (FAWEMA) is a registered non- governmental organization which brings together educationalists in order to support and promote education for girls and women in Malawi. We work in close partnership with the Ministry of Education, Ministry of Gender, Ministry of Health and other Ministries and partners to support girls and women to acquire education and training for development through advocacy and demonstrative interventions.

FAWEMA’s MissionIn partnership, FAWEMA fosters innovations, promote positive policies/practice, and provide opportunities for girls and young women, especially the vulnerable, to develop skills, competencies and values that will allow them to be productive members of their societies.

FAWEMA is implementing a new seven-year project from 2024 to 2030 called ‘Second chance pathways for increased access to tertiary education for marginalized young women and men’. The project’s objective is to increase the number of young women and men who are able to access and complete tertiary education, particularly in STEM – related courses, to enhance their opportunity to get dignified and fulfilling work.

In order to ensure quality delivery of the project, FAWEMA seeks to recruit highly motivated and well experienced persons to fill the following positions:

Human Resources/Safeguarding Officer (to be based in Lilongwe)

 Reporting to the Finance and Administration Manager, the Human Resources/Safeguarding Officer will  perform the following duties:

  • Support implementation of Human Resources Manual that communicates and provides clarity on company values, policies and procedures, performance management and the on boarding and exit of staff.
  • Assist with planning, coordinating, overseeing, and administering FAWEMA’s human resources programs and projects involving recruitment and selection, classification and compensation, benefits administration, training and development, employee and labour relations, and policy implementation.
  • Assist with the planning and review of compensation strategies on an ongoing basis ensuring that base pay and incentive schemes adequately reflect market realities and are aligned to organizational objectives.
  • Prudently manage external relations activities with key stakeholders such as the Ministry of Labour, employers associations, external training providers and technical assistance partners, health insurance providers, pension fund administrators, and other statutory/regulatory authorities.
  • Ensure effective and appropriate policies and procedures are followed when processing personnel actions (orienting new hires, leave management, promotions, termination, and completion of statutory reports) for the purpose of being timely, accurate, legal, and meeting organizational objectives.
  • Assist with the preparation of an annual company wide HR plan and budget, facilitate and report on the effectiveness of approved training programs, recommend promotions and disciplinary action as and when necessary, and conduct investigations for appropriate action in consultation with Management.
  • Serve as a resource and consultant to managers, supervisors, and employees regarding the resolution of complex personnel issues such as disciplinary actions, confidential investigations, grievance resolutions, individual or team performance, and the interpretation and application of relevant labour laws.
  • Support the employee recruitment and selection process by determining role accountabilities, initiating and coordinating candidate interviews in collaboration with respective departmental heads, finalizing the selection process, then overseeing the standardized on boarding of the successful candidate(s).
  • Curate and log applicable written correspondence within individual employee files, ensure that these files are stored in a secure and confidential manner and are readily accessible as and when required for audit, stakeholder or regulatory review.

 Safeguarding

  • Support the organisation to implement and monitor the safeguarding policy and report regularly to Management on safeguarding issues.
  • Build and maintain relationships with service providers ensuring that the organisation has the right network of support on safeguarding.
  • Conduct safeguarding induction for newly hired staff, volunteers, contractors and stakeholders.
  • Ensure that all staff, volunteers, contractors and partners understand the code of conduct, are aware of expected behaviours and implications of misconduct.
  • Raise awareness on safeguarding policy in project communities and ensure that community members know what behaviours to expect from staff and how to raise and report concerns.
  • Receive safeguarding reports/ concerns and ensure that appropriate steps are taken to address them.
  • Provide regular updates to Management regarding reports/concerns that arise.
  • Maintain proper documentation of all reports and the case handling process.
  • Perform any such duties as may be assigned by Management from time to time. 

Qualifications, Knowledge, Competencies and Skills

  • Bachelor’s Degree in Human Resource Management/ Business Administration, Public Administration from an accredited institution.
  • Excellent computer skills and demonstrated skills in database management and record keeping.
  • Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, and preventive labour relations, preferred.
  • Excellent understanding and practical experience on issues of safeguarding
  • General knowledge of labour laws and best practices in Malawi
  • Should have at least 5 years HR and safeguarding work related experience in a busy office.
  • Should be a member of a governing body such as Institute of People Management
  • A team player
  • Personal qualities of integrity, credibility and ability to follow official systems and procedures
