Job description

  1. Conduct context analysis of the conflict and humanitarian dynamics with a view to support humanitarian strategic and operational decision-making in key humanitarian fora (Protection Cluster, ICWG, HCT, etc.), donors and the diplomatic community.
  2. Provide advice on conflict and humanitarian dynamics, including humanitarian access, humanitarian policy and advocacy efforts in key humanitarian fora.
  3. Provide guidance to the Country Management Group (CMG) in making informed decisions related to humanitarian access and the practical application of humanitarian principles.
  4. Represent NRC in relevant coordination fora, including humanitarian access, operational working groups and liaise with key stakeholders including national authorities and donors as required.
  5. Offer advice on conflict-sensitive approaches to humanitarian assistance.

Specific Responsibilities:

  1. Provide contextual analysis to the CMG, interagency and international community through relevant reporting mechanisms such as briefings and meetings, bi-weekly briefing papers, mapping and quarterly reports, including monitoring the humanitarian situation, access and protection concerns, as well as emerging trends and displacement patterns
  2. Provide in depth holistic analysis, trends, and scenarios of national, sub national and other relevant conflicts and advice on approaches to integrate conflict dynamics into programme design.
  3. Provides analysis of relevant humanitarian policies and put in the perspective of overall humanitarian and conflict frameworks.
  4. Ensure capacity building of staff in areas related to humanitarian access (humanitarian principles & negotiation).
  5. Oversee the development and implementation of South Sudan Access Stratege.Generic professional competencies:
    • Postgraduate degree in international law, International Relations, Conflict Studies, social sciences, or related field
    • Minimum of 3-5 years good experience working on conflict or political analysis, or on humanitarian advocacy
    • Experience from working in complex and volatile contexts
    • Documented experience with research and the production of written materials – such as reports, briefing notes, position papers, talking points, etc.
    • Documented experience with humanitarian operations, protection, humanitarian space and access, or conflict sensitive approaches
    • Confident communicator, with experience in giving briefings and presentations.
    • Strong inter-personal skills, working well both in teams and independently
    • Able to work under pressure and good at timely decision making
    • Self-motivated and excellent observer of protection issues
    • Fluency in English, both written and verbal.

    What we offer:

    • Duty station: Juba South Sudan
    • Contract: international contract, 12 months (extension possible, dependent on funding)
    • Travel: up to 30%
    • Salary/benefits: grade 8 on NRC’s salary scale.
