The International Trade Centre (ITC) is a joint agency of the United Nations (UN) and World Trade
Organization (WTO) based in Geneva, Switzerland. ITC’s mission is to enable small business export
success in developing and transition-economy countries, by providing, with partners, sustainable and
inclusive development solutions to the private sector, trade support institutions (TSIs) and policymakers.
ITC’s Rwanda: Value-added Initiative to Boost Employment (VIBE) project is part of the VIBE
programme, a five-year programme led by TradeMark Africa (TMA) to increase dignified employment,
particularly among excluded groups such as women, youth, refugees, and people with disabilities in
Rwanda. The VIBE programme aims to contribute to the Mastercard Foundation’s Young Africa Works
(YAW) strategy, launched in Rwanda in 2018, to provide opportunities for young people in Africa to
secure dignified and fulfilling work.
The VIBE programme works with micro, small and medium-sized enterprises (MSMEs) in the agriculture sector. This programme aims to empower MSMEs, in particular youth, to access dignified and fulfilling jobs by enabling MSMEs to better access and benefit from markets. The VIBE programme also aims to respond to the post-pandemic recovery on a more inclusive trajectory by integrating a job focus into trade. The VIBE programme consists of two workstreams:
• Workstream 1 – inclusive market access for agricultural value chains
• Workstream 2 – enabling business environment for MSMEs
ITC and TMA are the main implementing agencies for the two workstreams, with ITC specifically
implementing two interventions under Workstream 1 and with the following key activities:
Intervention 1.2 targeting export-ready women-led MSMEs
• Increasing market access, knowledge and business information.
• Providing a market-access training programme to respond to specific market-related challenges
faced by women-led MSMEs.
• Offering a digital and marketing training programme to strengthen digital identity and asset of
women-led MSMEs.
• Providing peer-to-peer learning sessions, mentoring and networking activities by leveraging
regional and international networks of the ITC SheTrades Initiative between Rwandese womenled MSMEs and others countries where ITC set up SheTrades Hubs.
INTERNATIONAL TRADE CENTRE
• Facilitating business generation for the horticulture sector through international and regional
trade fairs, inward trade missions, and B2B meeting opportunities (online or in-person).
• Strengthening the capacity and leadership of the SheTrades Rwanda Hub, hosted by the Private
Sector Federation (PSF) Specialized Cluster to create a community of partners and foster an
enabling environment for women-led MSMEs in Rwanda.
Intervention 1.4 – Targeted intervention for young refugees
• Developing stronger linkages between refugee-led agricultural MSMEs and wider downstream
markets and actors
• Engaging trade and business institutions with refugee-led agricultural MSMEs to create more
enabling business and market ecosystems
• Increasing advocacy at the high business and institutional level on the market potentials and
employability of the young refugee population, across all sectors but with particular focus on
horticulture
FUNCTIONS
Under the overall supervision of the VIBE Programme Project Managers for intervention 1.2 and
intervention 1.4 and the direct supervision of the Senior Administrative Assistant based in HQ and in
close collaboration with the National Project Coordinator, the Administrative Assistant will be responsible
for the following duties:
• Supports the country team with administrative tasks (e.g. supporting with logistics, arrangements for
meetings, training sessions, workshops and other events or stakeholder mobilization activities, venue
reservations, budgeting, etc.), to include preparing and/or processing administrative
requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure
authorizations, visa applications, etc.).
• Where applicable, assists in the verification of receipt and accuracy of requisite documents,
approvals, signatures, etc. to ensure compliance with relevant legal, financial and other
requirements.
• Proactively follows-up on ongoing processes from beginning to end, being responsible for ensuring
all administrative actions are carried out in compliance with ITC operational processes.
• Performs data entry and extraction functions. Creates and maintains databases and distribution lists
for the country team.
• Maintains expenditure spreadsheets; keep documented record of expenditures by the country office,
including petty cash, receipts, others.
• Researches, compiles and organizes information and reference materials from various sources for
reports, work plans, studies, briefings, meetings/conferences, etc.
• Proofreads documents and edits texts for accuracy, grammar, punctuation and style, and for
adherence to established standards for format.
• Responds to moderately complex information requests and inquiries of meeting participants, officials,
project stakeholders, vendors, etc.;
• Maintains files (both paper and electronic) and databases for work unit;
• Assists with drafting and editing communication materials, and/or reports, and updating information
material such as web pages or brochures, handling arrangements for printing and translation as
necessary, coordinating distribution services as relevant.
• Performs other duties as required.
INTERNATIONAL TRADE CENTRE
KEY DELIVERABLE AND MONITORING / PROGRESS CONTROLS
Proactively and effectively supports the country office team by performing administrative and office
support functions under moderate supervision. Accurately and in a timely manner, produces a range of
documents, reports and other outputs. Appropriately applies relevant policies, guidelines, procedures
and processes. Establishes effective working relationships with internal and external contacts at all
levels.
RECRUITMENT QUALIFICATIONS
Minimum education and qualifications (level and field of study)
High school diploma or equivalent.
Minimum experience (nature, length and field of experience)
A minimum of three (3) years of relevant experience in an administrative support role, preferably in
international contexts.
The minimum years of relevant experience can be reduced to one (1) year for candidates who possess a
first-level university degree or higher.
Desirable experience
Experience working with an Enterprise Resources Planning system strongly desirable.
Experience working with national and/or international agencies liaising with vendors, clients and other
stakeholders is an asset
Minimum language requirement
Advanced knowledge of English and Kinyarwanda is required.
