To provide technical leadership and guidance in the management of the Institute financial resources in accordance with the National and Institute Council financial management rules and regulations. Duties and Responsibilities 1. Leads in the development, implementation and review of the Institute’s financial management policies and guidelines
2. Leads in the development of workplans, budgets and procurement plan and submits reports.
3. Oversees the management of the Institute’s income, expenditure and stores.
4. Undertakes financial planning and manages the Institute’s budgets.
5. Effects payments of salaries, refunds, allowances and goods and services
6. Develops and implements resource mobilization policy and guidelines.
7. Maintains a sound financial accounting system
8. Advises the Institute Accounting Officer and Management on sound financial management policies, rules and procedures.
9. Manages reconciliation of books of account, production and presentation of the Institute final accounts to the relevant authorities;
10. Manages the Payroll.
11. Signs off Statutory Returns.
12. Advises the Accounting officer in answering audit queries and mandatory inquiries whenever necessary;
13. Enforces adherence to financial policies, regulations and professional practices in all financial and accounting transactions.
14. Maintains the Fixed Assets Register
15. Supervises, mentors and appraises staff in the Department.

15. Staff in Finance Department supervised and evaluated. Person Specifications Qualifications
1. An Honor’s Bachelor’s Degree in either Commerce (Accounting option) or Business Administration (Accounting option) or Business Studies (Accounting option) or Finance and Accounting; OR Full professional qualification in Accountancy such as ACCA, CPA, ACIS and CPE obtained from a recognised Institution and accredited by Institute of Certified Public Accountants of Uganda (ICPAU). 2. A Master’s Degree in Business Management with Accounting or Financial Management option and Holder of Professional Accounting Qualification such as ACCA, CPA, ACIS and CPE from a recognized institution.
3. Full membership of the Institute of Certified Public Accountants of Uganda (ICPAU) Working Experience Eight (8) years of working experience, three (3) years of which should be at Principal Accountant level in a Public Higher Education Institution. Competences Technical
