UNFPA and the Government of the Republic of Zambia have developed the Ninth (9th) Country Programme of support for the period 2023-2027. The programme was developed in consultation with a wide range of partners including government, civil society, development partners, United Nations organizations, academia, and the private sector among others.

The 9th Zambia Country Programme is premised on the outputs stated below:

Output 1: By 2027, enhanced integration of sexual and reproductive health and rights, including the prevention of and response to gender-based violence and harmful practices into policies and plans, relevant laws and accountability frameworks, which are effectively implemented, monitored and evaluated;

Output 2: By 2027, strengthened capacities of systems, institutions and communities to provide high-quality integrated sexual reproductive health and rights information and services to address HIV and gender-based violence, in development and humanitarian contexts;

Output 3: By 2027, strengthened data systems and evidence built on relevant and current population dynamics, socio-economic and environmental changes to inform development, humanitarian and recovery policies, plans and programmes on gender and SRHR; and

Output 4: By 2027, adolescents and young people have strengthened skills and opportunities to exercise their rights to sexual and reproductive health services and information, especially bodily autonomy, leadership and participation.

It is worth noting that UNFPA is the chair of the Gender Theme Group (GTG) within the UN System in Zambia and is the chair of the Gender Cooperating Partners’ Group.

The purpose of this consultancy is to support the Government of the Republic of Zambia (GRZ) develop its first National Action Plan for the UNSCR 1325 on Women, Peace and Security.

You would be responsible for:

In order to ensure the National Action Plan (NAP) for the UNSCR 1325 on Women, Peace and Security is completed and it is comprehensive and multisectoral, UNFPA seeks to recruit consultants who will be responsible for the following:

Desk Review and Development of Inception Report

  • Conduct a desk review of existing relevant documents and reports from State and Non-State actors related to peace and security.
  • Conduct preliminary consultations with relevant members on implementation of the NAP and Government line Ministries, Departments and Agencies.
  • Develop and submit an inception report inclusive of methodology and consultancy workplan.

Data Collection and Analysis

  • Review and finalize the prepared data collection tool.
  • Oversee data collection at the national and provincial level- field level consultations.
  • Support the Technical Work Group (TWG) to undertake field level consultations on peace and security priorities at the national and provincial level to inform the NAP.

Validation of Preliminary findings

  • Draft preliminary report with findings and recommendations and share with key stakeholders.
  • Hold a one-day working validation meeting with key stakeholders at the national and provincial level, including members of the TWG.
  • Present the priorities and feedback from the field and recommendations to the Technical Committee on WPS.

Drafting of the NAP

  • Draft NAP based on findings and agreed recommendations based on the assessment on new emerging issues on peace and security and context, which includes a concise context analysis of the peace and security situation in the country in relation to the women, peace and security agenda,
  • Develop a clear implementation, monitoring and reporting structure/mechanism.
  • Develop a logical framework with clear interventions, SMART indicators, targets, baseline, responsible institutions, and costing.
  • Propose a coordination and implementation structure.

Conduct Final Validation Workshop

  • Develop concept notes and agenda for the NAP validation workshop.
  • Facilitate validation workshops and input feedback into draft NAP.
  • Finalize and Submit the draft National Action Plan on Women, Peace, and Security.
  • Incorporate inputs and recommendations from validation workshops into the draft NAP.

Qualifications and Experience: 

Education: 

Master’s degree or equivalent in development studies, gender, conflict prevention, peace building, law, human rights or any other related area is required.

Knowledge and Experience: 

At least 10 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions related to gender equality and women empowerment and Women, Peace and Security, including policy advice and technical assistance;

  • Prior experience in developing and implementing National Action Plans on UNSCR 1325 will be an asset;
  • Experience in facilitating high-level consultative workshops with Government officials, Development partners, and none-state actors;
  • Practical knowledge on Results Based Management;
  • Experience working on inclusive politics in a fragile context, with demonstrated ability to deliver;
  • Proficiency in oral and written English.
