UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change lead to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and outside of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, and communities. Everyone is invited to participate in the struggle to meet the challenges ahead. Together, we will act for Cameroon, a country that summarizes the challenges and hopes of Africa.
How can you make a difference?
He/she individual shall coordinate oxygen plant installation and house construction, installation of oxygen equipment, and capacity building to strengthen the country’s oxygen therapy system with sustainable and long-term solutions leading to improved Mother Newborn Child Health (MNCH) and Healthcare outcomes.
Activities and tasks
Develop a work plan in collaboration with MoH and key partners for the consultation period;
Follow up and coordination of two oxygen plants house construction/preparation work in two sites (Meiganga & Guider) Health Facilities.
Coordinate and organize 2 PSA plants installation and use with MoH and related sectors, UNICEF, and other key partners.
Supervise oxygen medical supplies/equipment delivery to various Health Facilities.
Coordinate Biomedical Technician training on donated medical equipment supplies in 91health Facilities before installation.
Organize PSA plant Operators/Biomedical technicians on-site training.
Conduct supervision/assistance and provide technical support to Health Facilities implementing oxygen therapy.
Elaborate summary guide and documentation of the process for experience sharing.
Working Conditions
Will work under the supervision of the Chief of Health and HIV, and will collaborate closely with the MOH Director of Health care organization and health technology.
The consultant will have to possess a PC.
The consultancy will be office-based.
To qualify as an advocate for every child you will have
- An advanced university degree (master’s or higher) in Biomedical Engineering and/or oxygen programming.
- A minimum of 5years of relevant professional experience
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English and French is required.
Knowledge/Expertise/Skills required:
Development and implementation of national or subnational oxygen strategies/roadmaps/improvement plans
Need assessments, and analysis to inform decision making preferably in oxygen
systems or broader medical devices.
Development of structured country-level oxygen procurement plans
PSA, installation, commissioning, supervision, and maintenance including oxygen equipment.
Oxygen distribution and supply chain management.
Guidance and tools for the programmatic implementation and strengthening of oxygen use in the context of maternal, newborn, and child health.
Capacity building for oxygen systems and oxygen use engineers/technicians and/or health workers
Adapting training materials to the country context (training relevant to biomedical engineering technicians, biomedical engineers, logistics staff, and others).
Previous experience in working and supporting at policy and strategic levels around coordination, partnership, Public-Private Partnership
