The primary objective of this assignment is to explore the current situation, develop recommendations and a preliminary roadmap for the activity.
Specific Activities:
- Desk Review: legal framework, publications on debt management in Zambia, reports from the World Bank, (such as the Debt Management Performance Assessment if available), the IMF (such as the program reviews, Debt Sustainability Analysis or technical assistance reports), and other technical and financial partners.
- Quick analysis of the current situation, developing a list of government and non-government stakeholders.
- Stakeholder meetings and consultations.
- Develop and present recommendations to selected stakeholders.
- Develop an initial roadmap.
- Other relevant tasks as requested by the R4G Objective 1 Component Lead and the Chief of Party.
Deliverables
- List of recommendations on enhancing public debt oversight.
- Initial roadmap on enhancing public debt oversight.
JOB REQUIREMENTS
Education:
- Master’s Degree with specialization in Information Technologies (IT), Economics, Public Finance, Business Administration or other related areas; or
- Bachelor’s degree in IT, Economics, Public Finance or Business Administration or other related areas and an additional 2 years of experience relevant to the terms of reference.
Minimum Experience:
- At least 10 years of professional experience in PFM Reforms
- At least 6 years of experience in debt management, public finance management, etc.
- Experience in successful development and implementation of technical assistance program in sub-Saharan Africa is a plus.
Language Proficiency:
- Professional proficiency in written and spoken English.
