Under the direct supervision and guidance of the Project Manager (PM) in HQ and in close cooperation with the UNIDO Country Representative, National Project Coordinator and the International Technical Advisor, International Expert on Policy will be responsible to contribute to policy design and implementation in respect of plastic waste management.
The assignment shall involve a desktop study on regional and international best practices, meetings and workshops with stakeholders, any other undertaking as may be agreed that might be deemed necessary for the production of a comprehensive Environmental legislative framework on plastic waste.
Specifically, the International Expert on Policy will perform the following main duties:
1.1 Identify, list and prioritize important and relevant information source;
1.2 Accordingly coordinate with the relevant stakeholders to collect information related to the laws, policies, and regulations of the medical waste technologies;
1.3 Responsible for formulation of the policy related to sustainable plastic use in line with national and international best practices;
1.4 Support DoE to draft and promote for adoption, specific proposals for new and/or revised policy aimed at sustainable plastics use and/or marine litter prevention, within a framework of environmental, industrial, and/or other polices and legislations;
1.5 Operationalize specific high impact policy instruments for plastic waste minimization and litter prevention, potentially including Extended Producer Responsibility (EPR) and Voluntary Environmental Agreements (VEA) or industry covenants;
1.6 Prepare a road map for scoping exercise and share updates with ITA and PD for effective policies leading to elimination of the plastic waste;
1.7 Deliver training and extend implementation support for operationalization of recommended policy and instruments (Location: Dhaka);
1.8 Provide advice for the set up and/or strengthening of mechanisms, procedures, and institutions for policy implementation in partnership with relevant stakeholders Provide other activities required by NPC and ITA.
MINIMUM ORGANIZATIONAL REQUIREMENTS
Education: Minimum advanced university (MSc level) degree in Environmental science, Environmental law, Political science, or other relevant discipline is required.
Technical and Functional Experience:
- At least ten (10) years of progressive professional experience in evaluating and implementing waste management policies on the national and international level is required.
- Experience in the field of livelihood support through implementation of technical cooperation or development programmes/projects is desirable.
- Experience in plastics waste management, marine litter prevention, environmental management is required.
- Experience in working with the UN system, international organizations or non-governmental organizations and with the donors community, is required.
- Experience/knowledge of the international development agenda, and strategic issues of economic transformation, is desirable.
- Experience in evaluating the needs, conditions and problems of developing countries is desirable.
- Knowledge on socio-economic and demographic conditions of Bangladesh or South Asia is highly desirable.
Languages: Fluency in written and spoken English is required.
