Main tasks and responsibilities

Once you are included in a roster, you could be contacted by e-mail to either confirm your continued interest in upcoming job openings. Being accepted into ERGR pre-qualifies the staff to work with AVSI in the future response to an emergency.
Emergency workers can provide a wide range of skills, such as technical experts (in shelter, site planning, administration, project management, finance, etc.); thematic specialists (eg protection specialists), or have skills in cluster/sector coordination, registration or information management.
For programs position:
• Facilitate the development of an agreed strategy and monitor its achievements, Identify key resources and assets. Advocate for the mobilization of resources
• Promote and support adherence to agreed standards. Adapt relevant policies and technical standards to the context of the crisis. Promote and guide quality in emergency programmes.
• Ensure that continuous, effective and strategic coordination, communication, consultation and liaison are maintained with relevant actors to map emerging assistance needs and project implementation
• In collaboration with other actors, ensure regular reporting against indicators of service delivery, support analysis of sectors in closing gaps and measuring impact of interventions.
• Inter-cluster coordination, with the set up and development of relationships according to the cluster approach.
• Ensure that the planning and implementation of projects is conducted in a way that ensures community participation and that the humanitarian response build on local capacities.
• Ensure that transitional measures for transition to recovery or development phases are taken into consideration in planning processes and in implementation of projects.
• Ensure that contingency planning and emergency preparedness measures are developed and updated.
• Provide technical support through field missions to undertake in-depth reviews of specific country coordination mechanism.
• Improve the sustainability and durability solutions by developing the capacity of beneficiaries through adequate training and coaching
• Act as focal point to sectoral issues and liaise with relevant actors in different stages programme/project implementation to follow up on agreements and recommendations.
• Support and develop existing programs within the several emergency sectors
• Any other task that may be requested by the Program Coordinator or Head of Mission.

For communication positions:
• Creation and production of information campaigns for affected communities.
• Gather news and write stories or other media for publication.
• Facilitation of a smooth production and distribution of communications tools for the affected population.
• Preparation of a needs and response analysis.
• Advocate and fundraising on behalf of the sector
• Raising awareness so that recipients are in focus and so they know how to benefit from the program
• Support Country Strategy and policy guidance, technical support and direction
• Develop tools and guidance, reviewing existing guidance material and tools relevant to emergency interventions and prioritizing relevant gaps
• Prepare sector newsletters/bulletins on a regular basis
Administration and finance positions:
• Manage and monitor the performance of the programs, scheduling planning and reporting.
• Financial controlling, budget review, staff supervision and training, administration.
Procurement and logistics positions:
• Data collection, data analysis and reporting to inform supply planning.
• Monitor and review purchase orders, procurement requests, solicitation requests, bid evaluation, award of contracts.
• Improve procedures related to customs clearance, re-export of goods, transport and control of sourced goods, ensure correct storage facilities and procedures.
• Ensure that safety issues and environmental and sustainability matters are taken into account in the technical design and works on site.
• Identify and conduct a general evaluation of the risks and plan, develop and support activities aimed at minimizing adverse impacts
• For Logistics: Maintain all warehouse equipment and ensure full security of the premises.

Period
You will be experienced and vetted humanitarians available for short term, medium term and long term emergency response assignments.
You should be available for deployments with short notice, length of deployment is agreed with AVSI.
People admitted to the Roster will be defined to whom immediate assignments of variable duration will be entrusted to intervene in emergency contexts or in fragile countries with the aim of responding effectively, efficiently and quickly to the needs and thus ensure quality and adequacy to local needs of the actions implemented by AVSI.

Essential Requirements

Education:
• Master’s degree in any relevant field with experience or willingness to start a career in emergency
• Specific training in emergency field

Work experience:
• A minimum of 1 year in relevant international field experience or technical consultancy
• Experience in natural disaster and/or man-made disaster contexts, Humanitarian Aid and Coordination, Emergency Aid and Response on specific sectoral issues
• Field experience or volunteering in a humanitarian setting is a distinctive advantage

Language Proficiency:
English and/or French and/or Spanish and/or Portuguese and/or Arabic depending on the destination Country.

Required skills and experiences

Hard Skills:
programs, technical advisor, operations: finance administration logistics, procurement, IT, communication
• Knowledge of Project Cycle Management
• Previous working experience in implementing emergency program cycle in complex, fragile, and volatile contexts;
• Emergency Response expertise, including Rapid Response Mechanisms (RRM) or Emergency Response Mechanisms (ERM)
• Experience in needs assessment, project monitoring and evaluation, and program development
• Knowledge and skills in cash-based programming and market analysis
• Consolidated experience in the field for which you apply

Soft Skills:
• Ready to work effectively under stressful and hardship environments
• Experience of a flexible approach to managing and prioritizing a high and diverse workload
• Solid leadership skills, with a proven record of managing large and diverse teams
• Contribute to the capacity building of national and international staff
• Ability to work in a sensitive and unstable context with complex political and security situations
• Strong negotiation skills
• Ability to influence and coordinate different stakeholders
• Strong facilitation skills
• Strong communication and interpersonal skills, cross cultural sensitivity
• Excellent organizational skills , flexibility, strong sense of initiative and autonomy in the workplace
• Willingness to travel in the field
• Ability to adapt to changing work requirements and work in a team
• Excellent drafting and analytical skills
