The Locum Laboratory Advisor will work in collaboration with the clusters and district teams to
provide technical oversight to quality laboratory management systems for continuity of prioritized
lifesaving HIV/TB services in the Ankole region districts. S/he will work closely with district leadership and collaborate with laboratory national mechanisms/institutions towards Laboratory systems strengthening for lifesaving services provision in the
region.
Duties and responsibilities.
• Work with program and district/site teams toward strengthening the hub/hub network for sample and result transport / referral for Viral Load, EID PCR, CD4, sputum, serology and chemistry within acceptable Turn
Around Times (TATs).
• Work plan & work with Program officers and their respective district hub coordinators in skilling
district/site-based laboratory teams in provision of quality comprehensive HIV/TB laboratory services, commodity
management and quality assurance
• Work closely with the logistics/Supply chain Advisor to
ensure accurate, complete laboratory orders and timely
redistributions within the supported facilities/districts.
• Collaborate with the locum program officers to conduct
laboratory systems related quality controls, namely
quality control inspections and high-quality
documentation of lab processes across the supported
laboratories.
• Monitor the implementation of Laboratory accreditation
processes and WHO AFRO SLMTA accreditation
standards.
• Monitor equipment functionality including periodic
service, maintenance and repair
• Monitor Biosafety and waste management practices in
laboratories, and institute measures to enhance
compliance with the EMMP.
• Develop Laboratory master concepts, implementation
plans & budgets and Activity reports as per stipulated
timelines.

• Contribute to documentation of the best laboratory services
practices, success stories, abstracts in the supported
districts/region.
• Perform any other duties as requested and assigned by the
supervisor.
Required Qualification and experience:
• Degree in Biomedical Laboratory Science or other
laboratory related courses with Project
management/Masters in Public Health as an added
advantage
• At least 5 years of working with donor funded HIV/TB
programs.
• Experience working with local government/districts
and willingness to work upcountry.
• Excellent command of LIMs functionality, data analytics,
data use for decision making
• Excellent written, oral communication and
presentation skills
• Computer proficiency in word, excel and power point
