Under the supervision of the Country Director, you will be responsible for ensuring the security of ACF/AAH in Cameroon, while providing a favorable security environment allowing ACF teams to be efficient in operational implementation in Cameroon.
More specifically, your missions will be to:
- Design and implement ACF/AAH humanitarian access strategy
- Define and implement ACF’s safety management system
- Train and raise awareness among ACF/AAH staff on the security environment, procedures and safety rules
You will be the functional link for the Security and Humanitarian Access Advisors in Maroua, Kousseri and then the Security and Humanitarian Access Manager in Kumba.
Requested profile
You hold a higher degree (Bac+4) in humanitarian project management, international relations or other relevant fields related to the requirements of the position.
You have at least 3 years of experience in a role related to personnel and organizational security, risk assessment, security management and security awareness, particularly in unsecured and unstable environments.
Ideally, you have already worked with ACF.
You have good stress management and emotional intelligence skills, and ability to manage complexity.
You are particularly competent in communication and writing.
You have a professional command of French and English, both spoken and written.
Specific conditions / Salary
- Vaccination against Mpox is recommended for employees travelling to this country.
- Fixed-term contract under French law: 12 months until 11/30/2025
- Gross monthly salary: from €2,597 to €2,968 depending on experience
- Retirement insurance reimbursement for non-French citizens: 16% of gross monthly salary
- Basic salary increase: 6% every 12 months of continuous contract
- Per diem and monthly living expenses: €619 net, paid on the ground
- Monthly context allowance: €150
- Child allowance: €1,500 per year per child present in the country of origin (ceiling of €6,000/year)
- Transport and accommodation: Coverage of travel and collective accommodation
- Medical Coverage: 100% coverage of health contributions (CFE + supplementary health insurance) and repatriation insurance

- Holidays and RnR: 25 days per year of CP and 20 RnR per year; payment of the ticket with ceiling to go to the chosen break zone, and €215 flat-rate compensation per RnR

In 2023, ACF wishes to continue its emergency interventions in Cameroon in areas still presenting humanitarian needs, also providing post-emergency support for recovery and stabilization upstream of development projects.
The mission currently employs 13 international staff and 132 national staff, working from the coordination office in Yaoundé, field offices in Batouri, Buea (as well as a sub-field office in Kumba), and Maroua (as well as sub-offices in Koza, Mora and Tokombéré).
Yaoundé is the political capital and one of the largest cities in the country with Douala (commercial capital). The security environment is stable, allowing for many social opportunities. The main risks remain urban crime (particularly snatch theft) and road accidents. The risk of urban crime increases during the end-of-year holidays. There is no curfew but basic safety rules must be put in place when traveling, especially at night. The coordination is based in Yaoundé. The international staff lives in a guest house close to the offices or in individual/family accommodation depending on the status.
