DIMENSIONS OF THE ROLE

The M&E Assistant will support the M&E coordinator as well as the project team in all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all activities of the project.
S/he will provide technical field support to the RFS and DSCO’s, within the lifespan of project implementation.
The M&E Assistant will work closely with M&E coordinator to support capacity-building initiatives, and facilitate the collection of quality data under the supervision of the Deputy Chief of Party.
S/he may be assigned to focus on supporting grants or projects within a program as assigned by the M&E coordinator.
S/he will collaborate with the project team in preparing and reviewing monthly, quarterly and final narrative and financial donors’ reports.
Additionally, s/he will replace or work with other members of the team, as need be, on grants writing and set up, follow up of program expenses and indicators, implementation of processes, standard operating procedures and any other tasks given to her/him by the M&E coordinator or the Chief of Party).

ACCOUNTABILITIES

- Support to monitoring and reporting of programme results
- Support the M&E coordinator in reviewing the performance of existing management information systems to help identify potential modifications or resources;
- Ensure production of monthly and quarterly reports as well as update and analysis of performance framework indicators ;
- Support M&E coordinator in reviewing field activities reports to ensure that high quality reports are submitted for the program and on time;
- Ensure the continuous update and the monitoring of the project in SAP/PMERL systems;
- Ensure the collection of relevant and appropriate data every month with program staff for effective M&E system, and which will be utilized in the monitoring of strengths, weaknesses and gaps in the project and required for reporting;
- Conduct supervision to ensure the quality of data collected by Programs and to verify the accuracy of reported data;
- Provide support to any external/internal evaluation in planning, designing, implementation and evaluating related to Global Fund project.
Support in Knowledge Management and capacity building
- Provide technical leadership for all M&E activities in the Global Fund program;
- Operationalize the M&E Plan designed for the Global Fund project, including: supporting partners in designing or using existing project M&E tools, systems and processes for data collection, management, and verification as well as for reporting;
- Support digitalization process of data collection tools (OTSS at community level).
Support to programme development, planning and execution
- On request of the Chief of Party, attend strategic meetings with the Global Fund partners, MOH and Health Structures.
- Support project/program field staff (RFS) on ways to properly documented, organized and capture program progress.

Essential
Qualifications
- University Degree in statistic an experience in epidemiologist or public health will be an asset;
- Minimum of 3 years working experience in similar or related area ;
- Working experience in a similar role and experience in working with bilateral organizations;
- Fluent French and English, communication and writing.
Knowledge
- Demonstrate experience in developing strategies, designing, monitoring and evaluation of projects.
- Good knowledge on Malaria program implementation and monitoring;
- Good knowledge on Global Fund grants management.
