Monitoring, Evaluation, and Accountability (40%)
- Validate project goals, strategic objectives, targets, and indicators in the Performance Measurement Framework, ensuring the framework contributes to the project’s effectiveness
- Develop guidelines and tools to ensure that all project staff and partners have shared standards for monitoring and Evaluating project progress and impact respectively
- Lead the design and execution of various project assessments, researches/studies, Baseline, mid-term evaluations, and final evaluation
- Periodically update the monitoring and evaluation plan
- Oversee implementation of the monitoring and evaluation system through regular field monitoring visits and tracking of Key Performance Indicators
- Ensure that the monitoring outputs (dashboards, monthly reports, etc.) are generated accurately, reflect progress against targets and are disseminated to project Manager and the partners for effective decision making
- Assist all Project partners in linking the PMF with their internal monitoring systems
- Develop project accountability framework and associated tools based on WV PAF
- Assist all partners in linking the Performance Monitoring Framework (PMF) with their internal monitoring systems
- Advise the Project Management on the progress of the project implementation
- Ensure that Project monitoring and evaluation budget is effectively managed
Evidence and Learning (25%)
- Coordinate the Project’s special interest working groups to effectively consolidate, analyze and disseminate lessons learned from project intervention in relation to its core result areas and approaches
- Promote the integration of best practices among institutional and project partners members and other relevant stakeholders
- Participate in Project Management Team meetings (as may be required) and provide updates on performance
- Contribute to the evidence base for the end of project report for external audiences
- Ensure timely and effective communication and information sharing between different stakeholders
- Support any research initiatives associated with the Project
Reporting and Knowledge management (20%)
- Supervise staff that report directly to this position; Conduct regular coaching and implement the Performance Development Management system.
- Set up operational arrangements for collecting, analyzing, and reporting project data, and for investing in capacity building, to sustain the M&E function
- During the life of the intervention, review the performance indicators and reports produced by different stakeholders and suggest necessary changes
- Ensure proper documentation, repository and retrieval of the Project products
- Monitor and report on the performance of the project and suggest measures to improve the monitoring system
- Ensure timely generation/consolidation, review and submission of good quality reports to WV, donors and other stakeholders
People Management (10%)
- Staff are motivated and well equipped to accomplish their tasks.
- Develop systems that foster a working environment that prioritizes innovation, excellence, and efficiency in monitoring and evaluation practices
- At regional level assess training needs relevant to monitoring, evaluation and information management systems and provide, if required, training to local stakeholders.
- Recruit and train local monitoring and evaluation officers
- Supervise M&E Officers, provide ongoing capacity building and conduct periodic performance evaluations
- Lead the development of a comprehensive monitoring and evaluation capacity-building strategy for relevant project stakeholders, including monitoring and evaluation teams and community stakeholders
Engagement and other responsibilities (5%)
- Work with the Strategic Coordination and Learning Advisers/Groups to ensure high quality, coordinated, and demand driven learning, knowledge management and capacity strengthening activities.
- Perform any other duties as may be assigned
Required Education, training, license, registration, and certification
A Master’s Degree or higher in statistics, M&E, Economics, Project Planning and Management and other relevant field or a degree in relevant field with substantial course work in quantitative methods with a minimum of five years of professional experience in designing and implementing M&E systems in the context of humanitarian response or DRR programs is required.
Preferred Knowledge, Skills and experience
- At least 5 years of M&E leadership experience in program design, relief and development environment, program monitoring and evaluation, information management, capacity building, and compliance
- Capacity-building experience in project design, monitoring, reporting, and evaluation
- Strong conceptual knowledge about ToCs, logic models, watershed, natural resource management and related integrated systems, M&E plans, data quality assurance, data utilization, and integration of cross-cutting themes M&E.
- Demonstrated expertise in designing annual monitoring surveys including annual beneficiary-based sample surveys, probabilistic sampling strategy and estimating sample size, developing a proper sampling frame and establish appropriate weights, clean, process, store quantitative data.
- Demonstrated expertise in designing qualitative studies, in-depth knowledge about qualitative sampling, and experience in using interview and interactive tools to generate qualitative information and analysis.
