The MEAL coordinator guides and supports the implementation of the ProPRE project-specific MEAL strategy in close collaboration with the targeted country offices, partners, and the member 

  • Coordinate and support national and cross-border planning exercises;
  • Develop, consolidate and coordinate with country teams the implementation of a cross-border approach to monitoring, evaluation, accountability and learning;
  • Supporting the creation of quality materials, products and content in compliance with the guidelines of the donor and Save the Children, in coordination with the MEAL department teams of national offices, SCF as well as partners from ministries and civil society;
  • Share information and results from the M&E system with stakeholders in a transparent and meaningful manner; 
  • Support the development and implementation of the accountability framework, as well as the management of complaints and response mechanisms for the project; 
  • Ensure knowledge management and learning within ProPRE;
  • Plan and coordinate the execution of regional studies and research planned in the project. 

MAIN TASKS 
Planning

  • In collaboration with the PMs, organize, coordinate, and develop the content of the annual planning and review exercises.
  • Document the planning and annual review processes;
  • In collaboration with technical advisors, analyze and review intervention strategies and propose corrective measures;
  • Coordinate MEAL activities with the MEAL teams of partners

Monitoring & Evaluation

  • Develop and implement a monitoring framework for the project, including: baseline, rapid assessments, baseline tools, monitoring and planning tools (monitoring and evaluation plan, performance indicator tracking table, data collection plans and tools, etc.) to conduct project monitoring and evaluation activities;
  • Ensure that PRIME is updated with the compiled project data;
  • Promote the quality of interventions by supporting the implementation and monitoring of the Quality Benchmark
  • Develop the terms of reference for project evaluations, coordinate and facilitate the implementation of cross-border studies (baseline, mid-term evaluation, final evaluation, PDM, market research on promising professions, etc.); 
  • To be the guarantor of the quality of the programmatic indicator data and of their aggregation and analysis between the two countries;
  • Provide technical support to field MEAL teams to develop clear, systematic and feasible monitoring plans for the project, based on the project’s logical framework (including data collection frequency and data management);
  • Ensure the quality of data collected by project staff / organize the data received for reporting requirements;
  • Ensure compliance with SCI’s MEAL standards throughout the project; 
  • Strengthen the capacity of the MEAL team, program staff, and partners on monitoring, evaluation, accountability, and learning (MEAL);
  • Ensure compliance with partner and donor requirements regarding report preparation and timely submission, and support PMs in report writing;
  • Provide technical support for the completion of mid-term and final project evaluations as required; 
  • Ensure that MEAL activities are carried out in a timely manner, in accordance with the plan and budget.

Accountability and program quality

  • Ensure that an effective complaints handling and accountability system is in place and functioning at the project implementation level in both countries;
  • Support teams to report to beneficiaries (and in particular children) on progress made by supporting the establishment of feedback mechanisms and the production of information documents in a way that integrates responsibilities in all countries;
  • Contribute to the improvement of existing procedures in order to enhance effective accountability mechanisms;
  • Develop tools for analyzing regular complaint trends and sharing them for broader learning and improvement;
  • Collect complaints, analyze them and provide feedback to the communities;

Knowledge Management and Learning

  • Promote learning throughout the project, particularly on issues of program quality, studies and research, policy analysis and advocacy; 
  • Communicating about learning (through sharing documents, presentations, etc.) internally and externally with key stakeholders;
  • Coordinate with country MEAL teams to ensure that lessons learned are well documented and shared;
  • Participate in the design and implementation of studies, evaluations and learning in coordination and cooperation with the MEAL team in country offices and project staff.
  • Ensure that there is a good system for archiving and sharing information within the project;
  • Coaching of MEAL staff at the level of both countries.

Askkids

  • Coordinate, organize and support country teams in conducting data collection, analysis and reporting using the Askkids tool;
  • Train teams on how to use the Askkids tool;
  • Communicate with SCF and Poimapper on the elements for improving the Askkids tool;
  • Develop lessons learned reports on the use of Askkids to extend the use of the tool;
  • Organize regular webinars to share experience at the SCI level and with other organizations.

Responsibilities related to Child Safeguarding 

  • Report all cases of internal or external abuse;
  • To be the ambassador of the child safeguarding policy in communication and media relations work and to ensure the training of teams on compliance with the rules to be followed;
  • Contribute to lessons learned exercises and documentation of good practices under the guidance of the focal point;
  • To be exemplary in one’s work and private life and to respect the code of conduct and CSG policy;
  • Know and respect local procedures;
  • Ensure the child’s well-being;
  • Ensuring a healthy environment for children.

Anti-fraud responsibilities

  • To understand and adopt the policy for combating fraud, corruption and bribery
  • Make sure to participate in inductions, activities and refresher courses on combating fraud, corruption and bribery
  •  To be an example to others in the fight against fraud, corruption and bribery,
  • To ensure that one acts as a vector for disseminating good practices in the fight against fraud, corruption and bribery within the country office
  • Report any cases of fraud that you become aware of, directly or indirectly, immediately.

Security : 

  • Apply SCI safety procedures during all activities. 
  • Reporting information and security issues gathered/encountered in the field to the relevant authorities,
  • Write up incident reports if necessary and forward them to the relevant people.

Other elements 

  • Undertake other relevant tasks assigned to him/her, related to his/her skills and abilities and the ProPRE project;
  • Comply with all Save the Children policies and procedures regarding child protection, safety, equal opportunities and other relevant policies;
  • Integrate gender-sensitive and inclusive approaches into all programs, and ensure that promotion activities and participation of girls are carried out in a way that does not endanger them and that children with disabilities are included appropriately;
  • Undertake other relevant tasks assigned by management or the program manager in relation to skills and abilities

QUALIFICATIONS 
University degree (Bachelor’s minimum) in social sciences, child protection, development, economics, statistics, or a related field.
EXPERIENCE
Essential

  • Bachelor’s degree in a relevant subject or equivalent field experience
  • At least 5 years’ experience in managing MEAL activities (including information management and learning);
  • Have at least 3 years of experience in the humanitarian field, preferably in an NGO in French-speaking West Africa;
  • Possessing extensive expertise in qualitative and quantitative research and strong writing skills;
  • Have proven experience in using mobile data collection and data processing and analysis software (e.g., SPSS, Kobo, ODK, etc.) and, if possible, Askkids;
  • Proficiency in Excel;
  • Excellent analytical and writing skills, attention to detail;
