Job description

• The USAID GHSC-PSM Project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve Ghana’s management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives.
• The Monitoring and Evaluation Officer will provide strategic technical and operational support for implementation of project monitoring and evaluation activities.

Principal Duties and Responsibilities include:

• Ensure effective application of monitoring, tracking and reporting systems (including tools and templates) that enable and enhance regular monitoring of outputs and program quality across the regions, while generating quality evidence to drive intervention targeting and implementation.
• Assist in monitoring and reporting GHSC-PSM’s performance indicators and results, including collecting and inputting data into the project’s monitoring and evaluation (M&E) platform.
• Assist to automate data cleaning and analysis processes using Power Bi.
• Provide support for the preparation of quarterly supply performance narratives, highlighting progress, bottlenecks, mitigation actions and recommendations for sustaining high supply chain performance at all levels.
• Collect, analyze and input health supply chain data into USAID’s Development Information Solution (DIS) platform.
• Work with the Management Information System (MIS) Advisor to prepare quarterly logistics reports for malaria commodities • using data extracts from the Ghana Integrated Logistics Management Information System (GhiLMIS).
• Prepare deviation narratives (where necessary) and assist in establishing targets based on historical and current in-country supply chain performance.
• Build the project’s Geographical Information System (GIS) database and use outputs to enhance the quality of reports.
• Assist to organize and implement country-wide specialized supply chain surveys as well as routine monitoring and supervision activities.
• Assist to design/update electronic M&E data collection tools.
• Contribute to annual work planning process by working with the Team Lead for M&E and Communications to ensure alignment of the project work plan with the Country Monitoring and Evaluation Plan (CMEP).
• Provide technical support on project design, strategic development, and overall annual planning and reporting processes.
• Provide technical input towards the development of various communication materials (success stories, photo stories, documentaries, high-level presentations, technical briefs, abstracts, articles, news bulletins, etc.)
• Assist with the preparation of project monthly, quarterly and annual reports in line with stakeholder requirements.
• Perform any other tasks as may be assigned to him/her from time to time.

Qualification Required & Experience

• Masters in M&E, Public Health, Health Systems, Biostatistics, Project Management, Supply Chain Management and any other relevant field. Professional training and work experience in M&E is essential.
• At least 2 years demonstrated progressive experience in program M&E, project planning and management within the context of health development.
• Analytical skills required. Experience with Power Bi, Arch GIS and statistical packages such as SPSS and STATA preferred.
• Have advanced quantitative data analysis skills. Knowledge in qualitative data analysis will be an advantage.
• Demonstrated skills and experience in developing M&E tools, conducting data quality assessments and disseminating data analytic output to serve as input for evidence-based decision making.
• Have strong organizational skills and ability to pay attention to detail.
• Have an ability to manage diverse activities and meet required deadlines; flexibility to changing situations and priorities desired.
• Demonstrated experience in writing reports and producing publications and proofreading skills required.
• Basic knowledge of editing skills and understanding of style guides.
• Demonstrate initiative and ability to work independently and as a member of a team to coordinate and/or lead M&E efforts in a multi-cultural environment.
• Excellent interpersonal and communications skills
• Excellent writing skills and ability to organize, summarize, and rewrite technical information.
• Fluency in English required.
