The Monitoring and Evaluation Officer, under the guidance of the M&E Specialist and the GVL Coordinator will work closely with M&E team members in Uganda, DRC and IGCP to provide support to the GVL Initiative in planning, monitoring, learning and reporting of programme activities, ensuring compliance with WWF project and programme management standards towards achievement of goals in the GVL Transboundary Strategic Plan, Country Office Strategic Plans and WWF’s contractual obligations with donors and development partners. In this regard, the Planning and Monitoring Officer will:

• Lead planning and development of robust landscape level biomonitoring monitoring systems working closely with GVL partners and program teams in Uganda, Rwanda and DRC.

• Facilitate the establishment of baselines for all new project interventions, including planning and execution of biodiversity surveys for key indicator species such as lions, elephants, Gorillas, Chimpanzees, and socioeconomic surveys.

• Develop data collection tools including checklists, forms and questionnaires for digital data collection.

• Conduct regular visits to project field sites for data quality assurance documentation of lessons.

• Provide input in the process of developing landscape level annual workplans in coordination with project technical staff, and partners.

• Monitor and document progress of implementation of project workplans.

• Undertake periodic reviews of implementation and operation of the monitoring systems to provide on-site solutions to the existing challenges and situation in accordance with monitoring plans for the landscape programme and individual projects.

• Facilitate M&E capacity building trainings and meetings with staff and partners including leading data analysis and management.

• Documents results, and best practices from activity implementation and ensure exchange and dissemination of lessons learnt across the project staff and partners.

• Provides technical backstopping to implementing partners (GVTC in particular) by collating, analyzing, consolidating monitoring data, and preparing reports of the projects’ activities and processes, using the monitoring tools in place.

• Support project staff to prepare project progress reports.

• Support knowledge management processes, including documentation, sharing, learning and adaptive management.

• In collaboration with the GVL Landscape Coordinator, organize annual and periodic programme reflection and learning meetings.

• Track the implementation of recommendations from studies, management, stakeholders and donor visits.

• Keenly monitor and report any M&E-related challenges and gaps identified to inform adjustments to plans and implementation schedules.

• Lead the monitoring and implementation of landscape Environmental Safeguards and Social Framework (ESSF) mitigation measures in liaison with Country Office ESSF focal officers.

• Perform any other duties as may be assigned by the supervisor from time to time. Required Qualifications and Experience A Bachelor’s degree in Natural Sciences, Economics, Environmental Science, Natural Resources Management, Biodiversity Conservation, Programme and Project Management, or a related field is required, with a postgraduate qualification in Monitoring and Evaluation as an added advantage. Five years’ experience in monitoring and evaluation of conservation projects, including practical field implementation and results-based management-oriented monitoring systems. Must have experience and knowledge in geospatial analysis, GIS, and remote sensing tools, along with skills in data collection, analysis, and modelling techniques for wildlife management, development, or climate resilience. Knowledge of Project Cycle Management, participatory approaches, logical frameworks, theory of change concepts, and results frameworks. Excellent communication skills in English (written and oral), with French being an added advantage. Proficiency in standard office software, the ability to collaborate with diverse stakeholders, and experience working in international or multicultural settings are essential. Familiarity with NGOs, government agencies, or research institutions is an advantage. Adherence to WWF’s core values—Courage, Integrity, Respect, and Collaboration—is mandatory.
