- Position Summary
The MEAL Officer will play a central role in ensuring that all UCOBAC’s programs and projects are efficiently monitored, evaluated, and aligned with the organization’s mission and strategic objectives. The Officer will develop and maintain systems that measure the performance, effectiveness, and impact of UCOBAC’s work, while promoting a continuous learning and accountability across all levels.
The MEAL Officer will support the development and institutionalization of a comprehensive MEL framework that integrates accountability, research, evaluation, and learning to enhance strategic management, program improvement, and knowledge generation.
- Key Responsibilities
A. Monitoring, Evaluation, Research and Learning
- Develop, implement, and maintain organizational and project-level MEL plans and systems aligned to UCOBAC’s strategic vision.
- Support program and project teams to develop and execute functional M&E frameworks to track outputs, outcomes, and impact.
- Ensure activity monitoring logs are maintained, accurate, and easily accessible.
- Lead the design and implementation of tools and methods for data collection, analysis, and reporting.
- Periodically analyze collected data to assess progress, identify challenges, and recommend improvements.
- Promote learning through documentation and dissemination of best practices and lessons learned.
- Support the development of tools that align with UCOBAC’s Theory of Change and MEAL Plan.
- Oversee and ensure timely and high-quality execution of baseline, midterm, and endline evaluations.
- Coordinate and conduct quantitative and qualitative studies, surveys, and assessments.
- Work closely with project teams to initiate and implement research initiatives in alignment with ethical standards.
- Identify capacity gaps and organize MEAL capacity-building sessions for staff and partners.
- Conduct regular reviews and updates of MEAL systems and frameworks to respond to emerging needs and learning.
B. Reporting and Quality Assurance
- Prepare high-quality periodic MEAL reports (monthly, quarterly, and annually) and ensure internal validation before dissemination.
- Track performance indicators and sustainability metrics and generate evidence-based insights for improvement.
- Use M&E findings to inform strategic planning, enhance project implementation, and refine program design.
- Support staff in preparing case studies, impact stories, and other learning products.
- Uphold data quality standards and ensure ethical, timely, and accurate reporting.
- Develop and manage reporting templates, indicator tracking tools, and dashboards.
- Coordinate periodic organizational and donor reporting efforts, ensuring alignment with donor and organizational expectations.
- Monitor adherence to national, organizational, and international M&E, research, and accountability standards.
- Required Qualifications, Skills, and Experience
- Bachelor’s degree in Statistics, Economics, Social Sciences, Development Studies, or a related field.
- Postgraduate Diploma in Monitoring and Evaluation is required.
- Master’s Degree in Monitoring and Evaluation, Statistics, Research Methods, or related field is an added advantage.
Professional Experience
- Minimum of 3 years of proven experience in developing and implementing MEAL systems in NGOs or development programs.
- Demonstrated knowledge of various evaluation methodologies including baseline surveys, impact assessments, and value-for-money analysis.
- Experience in designing tools and strategies for data collection, analysis, and production of reports.
- Strong understanding of participatory M&E approaches and integrating gender and inclusion into M&E frameworks.
Technical Skills
- Proficiency in statistical software such as SPSS, STATA or Excel for data analysis.
- Knowledge of qualitative data analysis tools such as ATLAS.ti.
- Strong capacity-building and facilitation skills.
- Excellent oral and written communication and reporting skills.
- Ability to work collaboratively with diverse teams and stakeholders.
- Strong problem-solving and analytical skills.
- Good command of English and Acholi. Fluency in Arabic, Dinka or Nuer is an added advantage.
- Riding skills is also added advantage.
