The MEL Officer will support the implementation of monitoring, evaluation, and learning
activities across the organization’s programs. The role ensures effective data collection,
analysis, reporting, and knowledge-sharing to enhance program quality and impact.
Monitoring and Evaluation
• Support the design and implementation of MEL frameworks, including log frames,
theories of change, and performance indicators, in alignment with program objectives
• Conduct routine monitoring to track program performance and progress against targets
• Support the design and execution of program evaluations, including baseline, midline,
and endline studies
Data Management and Reporting
• Collect, clean, and analyse quantitative and qualitative data to generate actionable
insights
• Participate in the production of high-quality reports for internal and external
stakeholders, including donors, program teams, and beneficiaries
• Maintain secure and accessible data storage and management systems
Learning and Knowledge Sharing
• Support program teams to strengthen MEL integration in their activities
• Participate in the facilitation of learning sessions to share MEL findings and
recommendations with program teams and stakeholders
• Document lessons learned and best practices to inform program adaptations and
improvements
• Participate in the development of knowledge products such as case studies, success
stories, and infographics to communicate program impact
Stakeholder Engagement
• Liaise with other partners and stakeholders to align MEL activities with reporting
requirements and program goals
• Represent the organization in MEL-related forums and discussions as needed
Key Deliverables
• Routine MEL reports with actionable insights and recommendations
• Data collection tools and systems customized for program needs
• High-quality evaluation reports (baseline, midline, endline, etc.)
• Documentation of lessons learned, success stories, and knowledge products
Qualifications, Skills and Experience
• Bachelor’s Degree in Statistics or any Mathematics-related field plus a Post-graduate
Diploma in Monitoring and Evaluation
• Minimum of (3) three years of professional experience in an M&E work
• Proficiency in data analysis software (e.g., SPSS, STATA, R, ATLAS-ti, Nvivo,
Dedoos, or Excel).
• Experience in designing and managing monitoring and evaluation databases or
systems.
• Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative,
mixed-method, impact, etc.) and data collection and analysis methodologies
• Experience in developing and refining data collection tools for various categories of
stakeholders
• Experience in managing and providing training to research assistants, data entrants
and transcribers
• Good interpersonal skills
• Ability to work independently with minimum supervision
