The M&E Specialist on USIAD/ICARE activity will be responsible for designing and implementing the M&E activities of the project; assisting in preparing periodic reports on project progress; and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. S/he will provide technical field support to the M&E unit and other ICARE staff including Program specialist, FAs, BIA and Para social workers to ensure appropriate tools are readily available and used to collect reliable data for tracking progress and project impact.
The job holder will enforce proper data collection and management processes, work closely with the entire project team to ensure that all project activities are in line with the work plan and are progressing towards attaining set goals and objectives of the project. S/he will support the project team to appreciate M&E as a core function of their offices.

Key duties, responsibilities and deliverables:
System Development
• Support MEL Manager in creating frameworks and procedures for the monitoring and evaluation of project activities.
• Support MEL Manager defining and implementing key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
• Support the MEL Manager in reviewing the performance of existing data collection and management systems and propose solutions including (potential modifications or resources) along with the M&E Manager of MUCOBADI
• Develop procedures, guidelines and processes of collecting and analyzing baseline data and progress monitoring data across all districts.
• Oversee trainings and mentorship of cluster staff on ICARE OVCMIS, and other PEPFAR OVC on data collection tools, analysis, storage; and use of data for informed decision-making and advocacy.
• Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
• Update and ensure that the database system is operational.
• Troubleshoot database errors and data error issues.

Data collection and Management
• Work with MEL Manager to determine the data needed to be collected and establish the appropriate data collection tools.
• Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
• Ensure that all client data is up to date and entered from source documents into prescribed project database, files and forms
• Prepare and process data including data compilation, cleaning, standardization, analysis and usage.
• Ensure proper documentation and storage of data tools including completing database backups 3. Reporting and Documentation:
• Support project/program staff on ways to properly document, organize and capture program progress.
• Support the team in documenting beneficiary feedback and stories of change to demonstrate project outcomes and impact.
• Check and verify reported results for accuracy and consistency with accordance to the project indicators.
• Support MEL Manager in preparing and organizing for reviews to share and disseminate project performance information.

Data Quality Assurance:
• Work with MEL Manager Director to carry out baseline surveys and establish baseline values for each indicator.
• Enforce compliance to data quality standards in line with MUCOBADI data management policy and donor requirements.
• Support MEL Manager to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner. Minimum Qualifications:
• University degree with a post graduate in Monitoring & Evaluation or any other related field
• At least 3 years’ experience in designing & implementing USAID project M&E frameworks
• Good knowledge in advanced data analysis. Knowledge in geographical information system is an added advantage.
• Able to work with minimal supervision.
• Able to work with teams and achieve results through others
• Strong organizational skills Computer literate with hands on MS Office programs, especially in MS Word and MS PowerPoint
• A demonstrated ability to multi-task and process information into action so as not to delay processes
• Should have excellent interpersonal skills
