Project Title: Review and Update of the Key Populations Provider Training Manual (2018) – Ministry of Health and Child Care (MoHCC)

1. Background and Introduction
Zimbabwe has made significant strides in achieving epidemic control and is progressing toward the 95-95-95 UNAIDS Fast Track targets. However, challenges persist for key populations as they continue to be disproportionately affected by HIV. Sex workers in their diversity (SW), gay men and other men who have sex with men (MSM), transgender and gender diverse individuals (TGD), and people who inject or use drugs (PWU/ID) are considered to be key populations in Zimbabwe. These groups encounter barriers when accessing HIV prevention, treatment, and care services. To address this, Zimbabwe’s National AIDS Strategic Plan III emphasizes tailored interventions for key populations and vulnerable demographics.
The Ministry of Health and Child Care (MoHCC) recognizes the importance of providing healthcare providers with up-to-date knowledge and skills to effectively serve Key Populations (KP) in Zimbabwe. The current Key Populations Provider Training Manual, Provider handbook and job aid (2018) serve as a valuable resource, however, due to evolving demographics, new terminology, and advancements in best practices, the MoHCC deems it necessary to update the Key Populations Training Manual. This updated manual will ensure healthcare workers possess the most current knowledge and skills to effectively serve key populations.
The MoHCC seeks to engage a qualified Consultant to review and update the existing Key Populations Provider Training Manual. This revised manual will ensure healthcare providers have access to the latest information to deliver high-quality, evidence-based care to KP communities in Zimbabwe.
Duties And Responsibilities
Objectives:
The objective of this project is to update the Key Populations Training package (2018), ensuring it remains relevant, evidence-based, and aligned with current best practices.
Specific objectives include:
-Conducting a thorough review and update of the existing manual content, including:
-Accuracy and relevance of information on KP definitions, epidemiology, and specific needs.
-Alignment with current national and international guidelines for KP healthcare.
-Effectiveness of learning objectives and training methodologies.
3. Scope of Work
The Consultant shall be responsible for the following activities:
-Review and Analysis: Conducting a comprehensive review of the 2018 Key Populations Provider Training Manual and identifying gaps in knowledge, emerging issues, utilizing online resources and relevant Zimbabwean health guidelines.
-Research and Content Update: Research recent advancements in KP healthcare and identify relevant information to be incorporated into the revised manual.
-Drafting and Revision: Revise the existing manual content based on the review findings, ensuring accuracy, clarity, and cultural appropriateness. This may involve rewriting sections, adding new information, or deleting outdated content.
-Stakeholder Consultation: Consult with relevant stakeholders (MoHCC representatives, implementing partners, healthcare providers, civil society organisations and potential KP community representatives) to gather feedback on the draft revised manual.
-Finalization: Develop a revised training manual that is comprehensive, evidence-based, and user-friendly.
-Pre-Test: Pilot-test the revised training manual with a small group of healthcare workers and incorporate feedback for further refinement.
-Present the final training manual to the MoHCC and other stakeholders.
