- Provides technical advice and assistance to the Director and staff of the office on the full range of operations management: administrative, human resources, budgetary, financial, information technology, travel, procurement and contracting.
- Ensures the efficient delivery of operations and administration services including monitoring of financial, administrative, and human resources-related activities.
- Monitors and assesses the implementation of operational activities and makes recommendations for systems and procedures strengthening.
- Support preparation and tracking of non-commercial contractual documents to ensure conformity with UNAIDS standards.
- Assists in the preparation and adjustment of the office´s operational workplans coordinating appropriate inputs and clearances from management and other staff in the office.
- Provides backup support as required to ensure the smooth running of the office’s operational activities.
Financial administration and related matters
- Supports the preparation and adjustment of the office´s budget coordinating appropriate inputs and clearances from management and other staff in the office.
- Conducts funds utilization monitoring and assists in the preparation of periodic financial reports in an appropriate format.
- Ensures timely follow-up on outstanding encumbrances and invoices on-hold actively resolving payment issues
- Ensures conducting spot-checks of non-commercial contracts and liquidating final payments in line with standing rules.
Office administration activities:
- Assists in the management of common premises and services arrangements with other United Nations agencies, providing inputs as required.
- Represent the UCO in the BOS and CBO implementation
- Responsible for the inventory of office premises, equipment and reconciliation of the office Asset Register and Disposal of Assets, and transport including reconciliation of driving log and fuel consumption on regular basis.
Other operations management activities:
Ensures the timely and accurate preparation and management of supply and service contracts and agreements, their extensions and timely closing out of contracts ensuring accurate contractor evaluation.
Participates in routine human resources-related including staff development activities.
Ensures compliance with Minimum Operating Security Standards (MOSS), escalating any security and safety concerns as appropriate.
ovide oversight to all protocol/and host country services including work/residence permits.
Performs other duties as assigned.
Required Qualifications:
Essential: Advanced university degree at Master´s level or equivalent in Public Administration, Business Administration, Economics, Finance, or another area related to the duties and responsibilities.
A relevant first-level university degree and 4 years of relevant professional experience will be considered as equivalent for internal candidates only.
Desirable: Specialization or a relevant professional qualification in accounting, financial control, or a related discipline.
