People and Culture Lead

As we enter our next growth phase, we are strengthening our leadership, systems,
and organisational culture to scale our impact. We are looking for a People &
Culture Lead to help build a strong, values-driven organisation where people grow
alongside the company.
Purpose of the Role
The People & Culture Lead provides leadership in building a scalable, high-trust
organisation that enables LOCALWORKS to grow sustainably.
This role combines hands-on HR delivery with forward-looking organisational
development. You will design and strengthen people systems, develop leadership
capability, and safeguard a culture rooted in collaboration, craftsmanship, and
purpose.
As LOCALWORKS grows, this role will be central to ensuring that our people
practices evolve in step with increasing scale and complexity — helping us grow
without losing what makes us unique.
Key Responsibilities
1. People and Culture Development
• Act as custodian of LOCALWORKS’ values, embedding them in daily behaviour
and decision-making.
• Translate organisational values into practical and scalable people practices.
• Foster a respectful, inclusive, and psychologically safe working environment
across office and site teams.
• Support cultural alignment as the organisation expands.
2. Leadership & Management Capability
• Support the transition towards strong people leadership at multiple
organisational levels.
• Coach managers in communication, feedback, delegation, and performance
management.
• Strengthen leadership confidence and accountability across teams.
• Help identify and prepare future organisational leaders.
3. Learning, Development & Succession
• Design structured learning and development frameworks suited to a growing
organisation.
• Lead mentorship and coaching initiatives across departments.
• Establish development pathways for young professionals.
• Support long-term organisational capability and succession planning.
4. Performance Management & Accountability
• Develop and maintain a clear, growth-oriented performance management
system.
• Support managers in setting expectations, goals, and development plans.
• Embed regular feedback, reflection, and learning processes.
• Promote accountability while maintaining a supportive culture.
5. HR Systems, Policies & Compliance
• Develop and continuously improve HR policies, procedures, and systems.
• Ensure compliance with Ugandan labour law and employment best practice.
• Maintain reliable employee records and HR reporting.
• Develop people metrics to support leadership decision-making.
6. Recruitment & Onboarding
• Lead recruitment aligned with operational needs and long-term growth.
• Support managers to recruit for competence, learning potential, and cultural
alignment.
• Design structured onboarding processes that integrate new employees
effectively.
7. Strategic Support to Leadership
• Act as a trusted advisor to directors and senior managers on organisational
development matters.
• Contribute to organisational planning and growth discussions.
• Ensure people implications of change and expansion are proactively addressed.

• Clear and trusted people systems supporting organisational growth.
• Improved leadership capability across teams.
• Visible development pathways for young professionals.
• Effective recruitment and onboarding processes.
• Strong organisational culture maintained during growth.
• High employee engagement and retention.
Qualifications and Experience
• Bachelor’s degree in human resources, Organisational Development, Social
Science, Psychology, or related field.
• Professional HR certification (HRMA, IHRM, CIPD or equivalent) is an
advantage.
• Proven experience in HR, People & Culture, or organisational development
roles.
• Experience supporting growing or scaling organisations is strongly preferred.
• Strong knowledge of Ugandan labour law and employment best practice.
• Demonstrated experience coaching managers and developing teams.
• Ability to balance strategic thinking with hands-on implementation.
• High integrity, emotional intelligence, and strong communication skills.
