Project HOPE seeks a Procurement and Logistics Manager to oversee the supply chain, procurements, logistics, and support services under the Ghana IHP activity. They will play a pivotal role in ensuring the integrity, fairness, and openness of procurement processes, as well as adherence to donor and Project HOPE policies, procedures, and requirements. The Procurement and Logistics Manager will lead logistics planning, customs clearance, warehousing, and in-country transport and distribution. They will liaise across departments and serve as a central contact point for all supply chain tasks and issues. The Procurement and Logistics Manager will be responsible for directing and ensuring complete documentation is provided to the finance team and will lead solicitations and price/cost/reasonability analyses. They will also act as the Security Focal Point in collaboration with the Global Security Team.
PRINCIPAL RESPONSIBILITIES:
- Manage Ghana’s logistics and procurement activities and provide technical oversight, input, direction, and supervision to ensure effective and timely support to project implementation.
- Ensure procurement activities are conducted as often as required while aiming to achieve value for money purchase through ethical, transparent, and fair competition.
- Establish dynamic and flexible procurement processes and proactively collect procurement needs from project staff to minimize the time between needs identification and delivery.
- Foster collaborative coordination among all stakeholders, including field offices, partners, vendors, donors, and headquarters, on issues pertaining to the development of and compliance with supply chain operational guidance.
- Identify, collect, assess, and integrate regulatory compliance requirements into supply chain processes and policies.
- Maintain a repository of all organizational supply chain operational guidance and ensure staff are aware of and take steps to comply with relevant rules and regulations.
- Monitor, assess, and develop mitigation strategies for risks associated with non-compliance.
- Provide effective and timely planning, oversight, management, and coordination of logistics support operations and projects.
- Support startup needs for the establishment of new offices, including procurement of office spaces and furniture/IT equipment.
- Ensure staff are familiar with procurement policy, processes, and guidelines.
- Manage the implementation of logistics support plans for all Ghana office and coordinate requests for assistance with relevant departments.
- Lead the management of procurement, warehousing, stock, transport, fleet, assets, gift in-kind (GIK) reporting, etc. in line with applicable policies, procedures, and guidelines.
- Support the establishment and maintenance of supply chain operational guidance, policies, and procedures, ensuring they adhere to donor and Project HOPE requirements.
- Ensure that logistics requirements take account of gender-specific needs.
- Ensure that Framework Agreements (FAs) are implemented and monitored for essential and frequently purchased commodities, services, and equipment.
- Develop plans and procedures for assessing material, staff and their movements, and planning and costing of operational budgets.
- Coordinate with the US based logistics team for item prepositioning and for items unavailable locally.
- Establish and maintain an accurate filing system.
- Manage vendor registration and ensure timely conduction of vendor prequalification in line with donor and Project HOPE policies and procedures. Conduct regular due diligence visits to mitigate risk of vendor underperformance, poor quality, and ghost vendors.
- Ensure custom clearance by identifying and completing relevant requirements in a timely and cost-effective manner.
- Develop and implement logistics plans, budgets, and procedures, as necessary.
- Act as the Security Focal Point to ensure safety and security procedures are developed, maintained, and communicated to local staff, in collaboration with the Global Security Team.
MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE:
- BA/BS in Logistics, Supply Chain Management, Finance, Business, or similar field.
- Certification in Humanitarian Logistic Supply Chain.
- Minimum of 5 years’ experience in humanitarian relief, procurement, logistics, project management, or similar field.
- Experience working with an international NGO and/or USAID funding preferred.
- Knowledge of humanitarian procurement, budgeting, and supply chain management best practices.
- Experience establishing contracts, managing vendors, and ensuring products/services are delivered per specifications.
- Ability to effectively present information and respond appropriately to questions from senior colleagues in the field and HQ, senior government leaders, and other stakeholders.
- Ability to manage and prioritize multiple concurrent bids and cope with stressful situations.
- Excellent interpersonal, organizational, communication, and problem-solving skills.
- Detailed oriented and able to work with large amounts of data.
- Fluency in English, written and spoken.
