Specific responsibilities :
- Responsible for managing the supply chain in the office: requesting and tracking purchases, receiving goods, managing and sharing the price list and updating/compiling the list of suppliers, etc.;
- Find locations for training, workshops or accommodation for NRC staff;
- Participate in the organization of supply, transport, construction, service and transfer contracts in accordance with NRC procurement procedures;
- Participate in the preparation, consolidation and updating of project procurement plans;
- Ensure use of the NRC ERP system for all purchases and comply with all applicable requirements;
- Perform background checks on all suppliers listed in the supplier database;
- Advise and support the mission in the implementation of the procurement policy and the definition of objectives for optimizing costs, quality and deadlines;
- Prospect, develop calls for tenders and select suppliers capable of meeting the strategic needs of the mission;
- Negotiate supply conditions with suppliers in terms of cost, quality, deadlines, payment conditions, etc.
- Build and manage supplier quality and develop long-term relationships with preferred suppliers;
- Identify, anticipate and manage risks related to suppliers;
- Ensure the proper delivery of goods until delivery to the departments concerned;
- Implement and monitor the key performance indicators of this function;
- Responsible for archiving physical and electronic files in collaboration with the assistant;
- Controls purchasing procedures and contract execution;
- Define, with the departments concerned, the control points which will optimize internal control of the purchasing chain and contribute to budgetary control of expenses;
- Carry out market analyzes to serve as a guide to the program team on the terms of the project;
- Submit the quality reports assigned to him and submit them according to the schedule in place;
- Perform all other tasks assigned by your supervisor.
QUALIFICATIONS

General professional skills
- Bachelor’s degree in supply chain, business management or other related field.
- A CIPS certification will be an added advantage.
- Minimum of 3 years of experience as a logistician in a humanitarian or reconstruction context.
- Prior experience working in complex and volatile contexts
- Documented results related to position responsibilities
Context-specific skills, knowledge and experiences
- Be willing to travel to remote areas and field offices, and be able to work flexibly, including weekends
- Willingness to travel and work in rural areas and live in basic conditions
- Good computer skills (Excel, Word, PowerPoint, Internet and other software)
- Fluency in French and knowledge of English as an asset
