DIMENSIONS OF THE ROLE
The role covers all areas of Procurement officer at Country Office level. Cross-functional engagement with other functions is critical for this functions to ensure alignment of processes country-wide.
Procurement officer management in the scope of this role includes but not limited to :
Support the procurement Coordinator to ensure that a transparent and responsive procurement process is implemented and maintained.
Support the invitation the tender process
Support the Contract/lease management process
Support the sourcing of suppliers and monitoring of vendors database
ACCOUNTABILITIES
Maintain high standard of all procurement processes and activities:
- Drawing up tender documents in accordance with corresponding terms of reference
- Assistance in launching invitations to tender and selecting the best bids
- Managing the tender selection process
- Manage the entire contract/lease lifecycle, including drafting, establishment, follow up internal approval and signature.
- Collaborate with internal departments, including internal control, finance, and operations in different office, to monitor contract execution on the field.
- Ensuring that all our contract/lease are well registered and monitor with the tax office
- Review and analyse contract terms, identifying potential risks, discrepancies, and opportunities for cost savings or process improvements.
- Monitor contract performance and compliance, ensuring that all parties fulfil their obligations and contractual requirements.
- Ensure sourcing, monitoring and evaluation of suppliers
- Maintain accurate and up-to-date contract records throughout a contract/lease tracker, lease register and documentation, including contract changes, renewals, and amendments.
- Bring out and share to the management any contractual disputes or issues that may arise, working closely with stakeholders on problems solving mechanism for a mutually beneficial solution.
- Stay up-to-date with humanitarian trends, regulations, and best practices in procurement and contracts management, identifying opportunities for improvement and implementing changes as needed.
- Ensuring good reporting establishment and publish it when necessary
- Process with the preparation and processing – of bidding documents for public tender offers to ensure a fair and transparent process for securing the services of consultants and contractors,
- Process with the preparation, update and maintenance of contracts to keep and track all contracts without any reports on program disruptions due to maladministration of contracts
- Produce and maintain an up-to date supplier database and price list for easy access to the required information that would ensure prompt procurement goods and materials for program activities,
- Ensure that all the procurement activities are capture in SAP,
- Keep the Procurement Coordinator informed of any initiative or difficulties related to the office for attention/redress for the provision of the required support services for program implementation, and submit all document to his approval,
- Contributes to the planning and monitoring of supplier payments in conjunction with the Procurement Office
- Perform any other duties that may be assigned from time to time to support the attainment of organizational goals.
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Essential
Bachelor’s degree in business law, business management and administration, supply chain management, or related field and/or equivalent professional experience with at least 2 years in a similar position most of which should preferably be from within the humanitarian/NGO sector.
Proven experience as a Contracts Procurement officer or in a similar role, preferably in a procurement or supply chain management function.
In-depth knowledge of procurement processes, best practices, and regulations.
Strong understanding of procurement principles, contract law, and contract management.
Strong understanding of legal and commercial terms commonly used in contracts.
Ability to work independently and collaboratively in a team environment.
Strong IT skills, including Excel and Microsoft Office Suite.
Proficiency in French and English are essential,
