Specific Responsibilities:
- Development of RFQ/Ps for procurement of goods and services valued at $3000.00 USD or above.
- Conduct solicitations of quotations/proposals for goods and services in accordance with Abt policies and procedures.
- Leading evaluations for procurements valued at $3000.00 USD and above while providing guidance to the procurement committee members during the bid evaluation meeting.
- Preparing award summaries/memos as per Abt policy.
- Preparing bid analysis for procurements above $3,000.00.
- Issue local purchase orders (PO) to vendors and ensure vendors confirm and sign purchase orders before commencing performance of the order.
- Ensure complete procurement files are saved in the procurement database.
- Attending vendor issues arising during PO performance to ensure smooth completion of tasks.
- Updating the procurement tracker with all procurements worked on from start to close in collaboration with the procurement specialist.
- Collaborate with the procurement team/committee to ensure procurements are completed and executed while adhering to policy.
Deliverables:
- Weekly report on procurement tasks performed and completed
- Weekly bid evaluation reports for all evaluations conducted
- Weekly report on awarded and performed purchase orders
- Weekly update of the procurement tracker
Experience
- Minimum of three years of relevant experience working as a procurement manager
- Experience working with USAID projects
- Knowledge of USAID policies on procurements and award
- Provincial and District health teams in the implementation of community health interventions
- Demonstrated ability to work with minimum supervision.
- Experience in working with local communities, civil society partners, urban /Local Government Institutions and Governments officials.
Qualifications:
- Bachelor’s degree +3 years of relevant experience
- Degree in logistics, Business, Management, Administration or another relevant field
- Experience with USAID funded development programs, and knowledge of the federal and AID Acquisition Regulations (FAR & AIDARs) is desirable
- Excellent management organizational, computer (especially excel) and writing skills
- Fluent in English
- Possess UNDP CIPS Level 3 certification or equivalent certification in procurement & supply management, preferred
