Through its programme support activities, this role is responsible for coordinating the capacity strengthening programme in support of women’s leadership and the wellbeing of community organisation’s/ communities.
The Programme Officer: Capacity Enhancement & Organisational Development The successful candidate will be responsible for strengthening the organisational and technical capacity of community-subgrantees in fields such as governance, HR, financial management and sustainability, administration, monitoring and evaluation, advocacy among other areas.
Organisational assessment and planning
- Design and/or source institutional assessment tools to facilitate the diagnostic process.
- Conduct organisational capacity assessments by gathering, collating and analysing data and information.
- Design appropriate organisational capacity building programme s, plans and interventions with the overall aim of strengthening each institution.
- Agree programme deliverables, targets and budget at planning.
Capacity Building and Technical Assistance
- Provide ongoing technical advice and support to CBOs in building organisational capacity and accountability.
- Based on needs of the organisation, design and develop technical programme content and training materials.
- Facilitate workshops and training sessions to impart knowledge and build skills and competencies of the organisations.
- Co-ordinate logistics including scheduling, communication coordination, and logistics for meetings.
Contract Management
- Develop terms of reference for the procurement of specialist, advisory services, where required.
- Request proposals and appoint service providers per Hlanganisa’s Procurement policies and procedures.
- Build and maintain a data base of service providers that can be accessed for future projects, ensure regular vetting and verification of credentials.
- Monitor service provider contract delivery, ensuring achievement of agreed targets, aligned with budgets and timelines.
Programme Monitoring
- Monitor progress of interventions, conducting site visits, attending meetings, workshops and other stakeholder sessions.
- Ensure that overall programme deliverables are monitored ensuring timeous delivery, at the required level of quality and within agreed budgets.
- Prepare and submit timeously monthly programme progress reports.
- Monitor the approved budget and expenditure according to approved limits.
- Build active communication channels, serving as a liaison between field and home office stakeholders.
Knowledge Management
- Write, edit, and proofread various programme materials for internal and external publication.
- Draft and write about Programme best practice, lessons learnt and success stories for external dissemination to appropriate audiences.
Project Administration
- Liaise rants unit in the maintenance of the grants management system ensuring updated data and information.
- Co-ordinate project visits by liaising with internal and external participants, co-ordinate travel and logistics for visits by co-ordinating and booking flights, venue, car hire and accommodation as per plan.
- Work closely with internal grants management staff in monitoring grant requests, interim and final reporting requirements, and maintaining correspondence with grantees.
- Tertiary qualification in a relevant field.
- 3 – 5 years programme /project management experience.
- Demonstrated experience in organisational capacity building for CBOs.
- 3 years in Training Organisational Development, Small business development.
- Proven track record in training, facilitation and coaching.
- Previous work experience in the NGO sector, working with funders and government and CBOs.
- Excellent writing skills and presentation skills.
- Strong interpersonal and communication skills including influencing, negotiation and coaching.
