Job description

Guarantee the proper implementation of JRS programs in the country and contribute to the development of sectors of intervention and JRS activities.

3.RESPONSIBILITIES AND MAIN ACTIVITIES

1. Program and project management

Ensure the effective and qualitative implementation and monitoring of programs and activities for beneficiary populations;

Ensure development and implementation of all activities in accordance with JRS program policies

Ensure general consistency in the use of budget lines for program activities, for effective and efficient use of resources, including financial and human, and all assets;

Participate in the development of the JRS program strategy in response to needs and ensure that all fundraising, proposal and program implementation activities are aligned with the strategy

Oversee project design and preparation of proposals for institutional and public funding in accordance with the JRS International Code.

Maintain continuous monitoring of the developing humanitarian emergency and review and adapt program strategy accordingly.

Liaise with JRS members supporting the response to ensure donor needs are met regarding program proposals and reporting

Carry out or participate in the analysis of needs in intervention areas/needs that are not met or covered,

2.Management of monitoring and evaluation of programs

Provide proactive analysis of collected data for improvement of activities and program quality

Actively contribute to and support the writing of concept notes and project proposals by identifying and supervising needs or impact assessments;

Ensure that all projects are evaluated as required by JRS guidelines and other agreements;

Guarantee permanent communication between projects in order to identify opportunities for possible synergies and pooling

Ensure compliance with JRS evaluation guidelines;

Develop project exit strategies and inform all stakeholders

3. Management of relationships with partners, administration and reporting

Ensure coordination and performance management of directly supervised staff;

Contribute to career management within JRS, in particular by identifying high-potential profiles within the Program teams;

Carry out regular monitoring visits to teams and activities in the field;

Ensure that program teams work closely with the support team to adhere to JRS policies and procedures on funding, procurement and logistics, including effective weekly, monthly and quarterly planning;

Report resource/staff management problems to Project Directors and Objectives Coordinators;

Participate regularly in team meetings, planning meetings

Prepare the activity report and make proposals for optimizing projects and programs

Collaborate closely with donors

Carry out all tasks assigned by management

5.QUALIFICATIONS/EXPERIENCE REQUIRED FOR THE POSITION

Professional experience

At least 5 years of practical experience in the design, implementation, monitoring and evaluation of emergency or development programs/projects. Prior experience in managing education and child protection projects as well as livelihood projects. Experience in evaluation, proposal preparation and project budgeting and narrative and financial reporting would be assets.

Academic/
Professional Training

Minimum Bac+5 in social sciences, management and project management, educational sciences and any other related fields

Additional Training(s)/Certification(s) or Other(s)

Experience of at least 2 years in program management (or coordination) and operational research
