Support the Senior Project Engineer – Planning and Implementation to devise and initiate new projects in project designing, project engineering, project planning, project implementation, and quality monitoring and control. The Job holder shall also optimize the cellular tower and satellite network and supervise operations and maintenance to meet ZICTA’s strategic and regulatory objectives.
2.0 SPECIFIC RESPONSIBILITIES
i. Project initiation and cost estimation to meet the Authority’s strategic objectives regarding the Universal Access and Service Fund;
ii. Support the Senior Project Engineer – Planning and Implementation to ensure all projects are aligned to strategic objectives and the Universal Access Service Fund Operations manual and implemented according to the contractual provisions;
iii. Provide support and co-ordinate all Project Assistants, officers, stakeholders, Contractors and project portfolio activities/works to ensure timely, cost effective and quality delivery of projects;
iv. Preparation of project status reports on a daily, weekly, monthly, quarterly and annual basis to appraise stakeholders on projects status;
v. Reconciling the performance of contractors and managed service contractors with service levels enshrined in the contract for effective delivery of the project; and
vi. Supports the Senior Project Engineer – Planning and Implementation in maintaining and tracking Key Performance Indicators (KPIs) for the Assistant Officer and ensure regular reviews of the score cards whenever there are unforeseen changes to meet annual objectives and targets.
3.0 ACADEMIC QUALIFICATIONS AND REQUIRED ATTRIBUTES
a) General Education:
Full School Certificate or its equivalent
b) Academic/Professional Qualifications
i. Degree in Electrical/Electronic Engineering, Telecommunication, Information, Communication and Technology (ICT) or equivalent qualification;
ii. Membership to a relevant professional body with valid practicing certificate.;
c) Work Experience
3 years’ relevant working experience in the telecom and ICT/ regulatory ecosystem
d) Core Competencies
i. Effective interaction with staff across departments;
ii. Ability to draft complex, technical reports for internal use;
iii. Analysis of information or situations to aid in decision-making;
iv. Perform calculations and apply engineering algorithms;
v. Make design and engineering decisions within broad guidelines, suggest technical improvements;
vii. Operate engineering equipment with complex controls like spectrum analyzers, and use office tools (e.g., computers, software) accurately;
vi. Ability to use Geographic Information System (GIS and Planning software tools; and
vii. Knowledge of cellular and internet technologies.
