Reporting Line Program Manager, Input Systems
Location Kampala, Uganda
In This Role, You Will Make An Impact By:
Project Delivery and Coordination
• Lead the day-to-day implementation of ASTYE’s input
regulation and quality strengthening activities in line
with approved workplans and budgets.
• Coordinate regulatory strengthening activities across
targeted institutions.
• Support the establishment and coordination of
technical working groups across regulatory bodies.
• Ensure timely delivery of regulatory assessments,
SOPs, training programs, and system improvements
across target institutions.
Institutional and System Strengthening
• Support comprehensive assessments of institutional,
technical, and human resource gaps within agroinput, traceability, and food safety regulatory bodies.
• Support the development of long-term regulatory
strengthening activities to address enforcement gaps.
• Translate findings into sequenced, actionable
capacity-building and systems-strengthening
interventions.
• Support the development, refinement, and
streamlining of SOPs, workflows, and protocols for
agro-input registration, monitoring, quality control,
and compliance enforcement.
Commodity Traceability and Food Safety
• Support design or refinement of food traceability
mechanisms, including data collection, reporting,
verification, and integration with existing systems.
• Support the development and socialization of
inspection, standard-setting, and compliance
protocols for food safety across the supply chain.
Capacity Building and Sustainability
• Design and deliver targeted trainings for regulatory
staff on agro-input quality assurance, risk
assessment, counterfeit detection, traceability
systems, and enforcement practices.
• Support development of incentive mechanisms to
retain skilled regulatory personnel.
• Facilitate access to essential tools, digital systems,
and resources for regulatory bodies.
Coordination, Reporting, and Learning
• Coordinate closely with the Program Manager.
• Support cross-component integration with input
supply, extension, and other relevant areas.
• Prepare regular technical updates and inputs to
program reports.
• Contribute to program learning, reflection, and
adaptive management processes.
The Agrifood System Transformation for Youth Employment (ASTYE) program in Uganda is a transformative
initiative designed to address systemic challenges hindering agricultural development and youth employment,
particularly for young women. Funded by the Mastercard Foundation and implemented in partnership with
DSG, AGRA, and GOAL, ASTYE aims to create dignified and fulfilling work opportunities for young people
while strengthening Uganda’s agrifood ecosystem.
DSG is seeking a highly experienced Project Lead – Input Regulation to support the Program Manager by
translating strategic direction into execution, coordinating regulatory and technical actors, and strengthening
the institutional capacity of key regulatory bodies responsible for agro-input supplies, commodity traceability,
and food safety. The Project Lead will ensure that regulatory strengthening activities across selected ASTYE
Uganda implementation geographies are delivered on time, within budget, and to required quality standards,
while supporting long-term regulatory effectiveness, enforcement, and sustainability.

Education & Professional Experience
• Bachelor’s degree in Supply Chain Management, Agricultural Economics, Business Administration,
Operations Management, or a related field; Master’s degree preferred.
• At least 8 years of relevant professional experience.
• Experience coordinating technical taskforces, consultants, and development programs.
• Experience working with regulatory bodies and supporting policy/regulatory reform processes is an
advantage.
• Experience developing SOPs, workflows, inspection protocols, and compliance systems is an asset.
Leadership & Technical Competencies
• Strong technical understanding of agro-input systems (seeds, fertilizers, agrochemicals), commodity
traceability, and food safety enforcement frameworks.
• Strong coordination, facilitation, and communication skills.
• Proficiency in Microsoft Office Suite.
