The Monitoring and Evaluation (M&E) Officer is responsible for monitoring and ensuring high-quality and timely inputs, maintaining the project’s strategic focus, and ensuring that its activities result in the cost-effective and timely achievement of its intended outputs. S/he is also responsible for the design, coordination, and implementation of the project’s monitoring and evaluation and learning framework. S/he develops and implements a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project.
Main Roles and Responsibilities:
Monitoring & Evaluation (M&E) System Design and Implementation
- Set up and maintain the M&E system, including developing costed action plans and computer-based support.
- Lead the development and effective use of data collection tools (WebMo, CommCare, ODK/Kobo Collect, SurveyCTO).
- Coordinate and support baseline, midline, and endline evaluations.
- Conduct routine data collection and analysis using SPSS/STATA/Excel to measure progress against indicators.
- Monitor project sustainability and track lessons learned, including Most Significant Change stories.
- Identify technical support needs and advise the Senior Project Officer on data-driven project improvements.
Data Management and Analysis
- Ensure smooth data collection processes, including protocols, monitoring, and troubleshooting.
- Validate, clean, and organize data for accuracy, completeness, and consistency and conduct routine DQAs.
- Maintain and update the M&E databases, ensuring timely data entry and secure storage.
- Analyze project data to generate insights and trends to inform decisions.
- Prepare regular, actionable data reports and presentations for stakeholders.
Performance Monitoring and Reporting
- Disseminate progress and performance results during quarterly and annual reviews.
- Support in timely routine reporting of project progress to both internally and to the donor.
- Participate in project reviews, contribute to strategic discussions, and support reporting for mid-term and final evaluations.
- Assist in preparing quarterly and annual reports and ensure alignment with RBM principles.
Communication and Coordination
- Produce and present M&E findings to internal and external audiences.
- Facilitate discussions based on monitoring data and contribute to strategy refinement.
- Provide the Senior Project Officer with timely management information and performance insights.
Administration and Financial Management
- Contribute to budgeting, forecasting, and tracking of M&E-related expenditures.
- Ensure proper management of project assets and compliance with financial procedures.
- Submit timely and accurate accountabilities.
General Duties
- Demonstrate effective communication and initiative in completing work assignments.
- Promote results-based and client-oriented approaches aligned with A4HU policies.
- Perform other duties as assigned by the Supervisor.
Requirements
- Graduate degree in Social Work, Development studies, statistics or relevant field PGD in M & E will be an added advantage
- 3 years’ experience in performance monitoring and evaluation for development programs, including developing performance indicators, data collection tools and analysis.
