The Project Officer will be responsible for the planning, implementation, monitoring, and evaluation of ENOUGH for Kalini Pikin Project. This role involves working closely with community members, local authorities, and other stakeholders to ensure the successful delivery of project activities, roll out of innovations and sustainability of project interventions.

Project Planning and Implementation
- Develop detailed project plans and timelines and submit to the AP Manager for review
- Coordinate with procurement and logistics teams to ensure timely delivery of the project
- Implement project activities in alignment with project goals and standards
- Work in collaboration with stakeholders, community members and line ministries to strengthen/ establish community WASH structures (Water management committee, School Health Clubs, community hygiene mobilizers) and build their capacities to effectively manage and maintain WASH facilities
- In consultation with the Advocacy Manager, implement project activities in line with ENOUGH campaign guidelines and Field Office ENOUGH campaign theory of change
- Facilitate community-led initiatives for sustainability of WASH facilities.
Program Quality, Impact and Reporting
- Ensure that all project interventions including civil works meet on exceed the expected ministry standards
- Coordinate joint monitoring of project activities including civil works
- Work with PME coordinator to carry out quality assurance processes for all project activities using the available DIQA tools
- Coordinate post implementation monitoring of project activities, compile report and share with the management for decision making
- Coordinate integration of GEDSI in project activities
- In collaboration with AP manager and Advocacy manager, adapt or develop training modules for, Farmer Based Organization, School Health clubs and Water Management Committees
- Champion sustainability of project activities through formation, training, mentorship and coaching of relevant community structures such as school health clubs, water management committees and farmer-based organizations.
- Compile and submit quality monthly, quarterly, semi-annual and annual reporting processes
- Coordinate with all the partners to provide operational and technical support and monitoring of project activities including hygiene promotion, borehole construction, livelihood and resilient activities
Capacity building and system strengthening
- Provide technical backstopping to community-based facilitators and the implementation teams and establish linkages with other Technical Programme Managers, to ensure effective implementation of the project.
- Support the monitoring, evaluation and learning initiatives of the project.
- Ensure sufficient and timely flow of management and operational information and reports to the various stakeholders according to established reporting standards and protocols.
Networking and collaboration
- Establish and maintain relationships with project stakeholders; Ministry of Water Resources, School Feeding Directorate, Schools, Councilors, Freetown City Council and private sector
- Participate in relevant stakeholder engagement meetings organized at neighborhood, district and city level
- In collaboration with the Advocacy Manager advocate for a robust school meal programme using existing platforms
Knowledge/Qualifications Required.
- Minimum 3 years’ experience in design, implementation and monitoring of community-based food security, resilience and nutrition related activities especially in rural context
- Proven experience in working/programming in either relief or development including coordination of a food security project in rural context with evidence of successful implementation of similar projects
- Ability to conduct community and institutional needs assessment, program planning, implementation, monitoring and evaluation of food security and nutrition activities
- Expertise in collaboration and partnership agreement with development partners, governments and community in food security and nutrition related interventions.
- First degree in agriculture, public health or in a related field.
- Must have good knowledge and Skills in relevant sector area.
- Deep understanding of food security and nutrition programming approaches, including clear involvement of children, women and people with disabilities.
- Ability to build trust and relationships with internal and external stakeholders
- Strong public relations, networking and communication, coordination and advocacy skills
- Valid motorbike riding licence
- Ability to ride a motorbike
- Food security programming especially in Sierra Leone
Travel and/or Work Environment Requirement
- Work environment: Office-based with frequent travel to the field
- Travel: 40% Domestic is required.
- On call: 15%
